The world has recently witnessed in a number of contexts how the use of lethal force during arrest can be the spark that ignites widespread demonstrations and riots.

74. In international armed conflict, the use of lethal force is generally based not on suspected individual guilt, but on the enemy's status or active membership of a larger collective, namely, a dangerous opponent.
74 - وفي حالة النزاعات المسلحة الدولية، لا يستند استعمال القوة المميتة عموما إلى الاشتباه في جرم سلوك الأفراد، وإنما إلى صفة العدو أو مدى عضويته الفاعلة في كيان جماعي أكبر، أي الخصم الخطير.

93. Laws that allow the use of lethal force in the defence of property, and those that give citizens the same powers as the police during arrest, should be revoked.
93 - كما ينبغي إلغاء القوانين التي تجيز استعمال القوة المميتة دفاعا عن الممتلكات، والقوانين التي تجيز للمدنيين ذات الصلاحيات المخولة للشرطة خلال عملية الاعتقال.

Since mid-November 2012, an increase in the use of lethal force by Israeli forces has been observed in the Occupied Palestinian Territory, including East Jerusalem, also affecting children.

31. Once it has been established that it would be proportional to use lethal force in order to save lives, it has to be determined whether the use of such force is also necessary, in the sense that a lower level of force will not be sufficient to achieve the same objective.
31 - وحالما استتبت قاعدة التناسب في استعمال القوة المميتة لإنقاذ الأرواح، يتعين تحديد ما إذا كان استعمال مثل هذه القوة ضروريا أيضا، بمعنى أن استعمال مستوى أدنى من القوة لن يكون كافيا لتحقيق الهدف نفسه.

In the case of international human rights law, the use of deadly force is regarded as exceptional, and is legal only in the limited set of circumstances applicable to law enforcement situations described in the rest of the report.
