53. As the financial mechanism established by the UNCCD, the GM has a major role to play in assisting affected countries in the mobilization of substantial financial resources for the achievement of these - and longer-term - targets.
53- وللآلية العالمية، بوصفها الآلية المالية المنشأة في إطار الاتفاقية، دور رئيسي تؤديه في مساعدة البلدان المتأثرة على حشد الموارد المالية الأساسية لتحقيق هذه الأهداف، فضلاً عن الأهداف الطويلة الأجل.

One representative from the financial mechanism established under Article 13 of the Convention;

The Executive Board of the Financial Mechanism, with the approval of the COP, shall institute suitable external independent oversight as well as internal monitoring and evaluation of the management and operation of the financial mechanism established under the Convention.
22- وينشئ المجلس التنفيذي للآلية المالية، بموافقة مؤتمر الأطراف، عملية رقابة خارجية مستقلة مناسبة فضلاً عن عملية رصد وتقييم داخلية فيما يتعلق بإدارة وتشغيل الآلية المالية المنشأة بموجب الاتفاقية.

The resources of the financial mechanism established under the Convention shall be used to meet the costs associated with the functioning of the Executive Board, the secretariat and the thematic assessment units, subject to the approval of the COP.
23- وتُستخدم موارد الآلية المالية المنشأة بموجب الاتفاقية لتغطية التكاليف المتصلة بعمل المجلس التنفيذي والأمانة ووحدات التقييم المواضيعي، رهناً بموافقة مؤتمر الأطراف.

43- وينشئ المجلس التنفيذي للآلية المالية، بموافقة مؤتمر الأطراف، عملية رقابة مستقلة خارجية مناسبة فضلاً عن عملية رصد وتقييم داخلية فيما يتعلق بإدارة وتشغيل الآلية المالية المنشأة بموجب الاتفاقية.

One Party eligible to receive financial assistance from the financial mechanism established under Article 13 of the Convention indicated that it had requested but had not received assistance from the Global Environment Facility to develop its implementation plan.
وأشار طرف مؤهل للحصول على المساعدة المالية من هذه الآلية المالية المنشأة بموجب المادة 13 من الاتفاقية إلى أنه قد تقدم بطلب للحصول على مساعدة ولكنه لم يتلق مساعدة من مرفق البيئة العالمية لأجل تطوير خطة التنفيذ الخاصة به.

(e) To request the Secretariat, working within the financial mechanism established under Article 13 of the Convention, to establish funding arrangements to implement the selected option;
(ﻫ) يطلب من الأمانة أن تعمل مع الآلية المالية المنشأة بمقتضى المادة 13 من الاتفاقية لوضع ترتيبات تمويل تنفيذ الخيار الذي يقع عليه الاختيار؛

Each centre shall be accountable to the Conference of the Parties to the Stockholm Convention for those activities which it has undertaken to assist developing country Parties and Parties with economies in transition in the implementation of their obligations under the Convention, and which have been funded through the financial mechanism established under Article 13 of the Convention.

A transparent, efficient and competitive procurement regime with conditionalities limited to those warranted by prudent fiduciary norms and the MRV regime foreseen under decision 1/CP. 13 should characterize funding from the financial mechanism established under the Convention.
19- وينبغي أن يتميز التمويل المقدم من الآلية المالية المنشأة بموجب الاتفاقية بوجود نظام مشتريات شفاف وكفُؤ وتنافسي تقتصر شروطه على تلك الشروط التي تتطلبها القواعد الاستئمانية القائمة على الحيطة المالية ونظام القياس والإبلاغ والتحقق على النحو المتوخى بموجب المقرر 1/م أ-13.

40- وينبغي أن يكون هناك نظام مشتريات شفاف وكفُؤ وتنافسي تقتصر شروطه على تلك الشروط التي تتطلبها القواعد الاستئمانية القائمة على الحيطة المالية ونظام القياس والإبلاغ والتحقق على النحو المتوخى بموجب المقرر 1/م أ-13، يميز التمويل المقدم من الآلية المالية المنشأة بموجب الاتفاقية.

Pursuant to paragraph 8 of Article 13 of the Stockholm Convention, the Conference of the Parties will review the effectiveness of the financial mechanism established under Article 13 in supporting the implementation of the Convention, with a view to taking appropriate action, if necessary, to improve the effectiveness of the financial mechanism, including by means of recommendations and guidance to ensure adequate and sustainable funding.
عملاً بالفقرة 8 من المادة 13 من اتفاقية استكهولم، سيقوم مؤتمر الأطراف باستعراض فعالية الآلية المالية المنشأة بموجب المادة 13 لدعم تنفيذ الاتفاقية، بغرض اتخاذ الإجراءات الملائمة، إذا اقتضى الأمر، لتحسين فعالية الآلية المالية، بوسائل من بينها تقديم التوصيات والإرشادات التي تضمن توفر التمويل الكافي والمستدام.

(a) To evaluate and review, by 2004, the financial mechanism established by Article 10 of the Montreal Protocol with a view to ensuring its consistent, effective functioning in meeting the needs of Article 5 Parties and in accordance with Article 10 of the Protocol and to launch a process for an external, independent study in that regard to be made available to the Sixteenth Meeting of the Parties;
(أ) تقييم واستعراض الآلية المالية المنشأة بموجب المادة 10 من بروتوكول مونتريال بحلول عام 2004 بغية كفالة أدائها الثابت والفعّال في تلبية حاجات الأطراف العاملة بموجب المادة 5، والشروع وفقاً للمادة 10 من البروتوكول في عملية إجراء دراسة خارجية مستقلة تكون متاحة لاجتماع الأطراف السادس عشر؛

3. The Conference of the Parties will provide the GEF, as an entity entrusted to operate the financial mechanism established under Article 13 of the Convention, with appropriate guidance that the Conference of the Parties may adopt, review, update or revise in pursuance of paragraphs 7 and 8 of Article 13 and will subsequently agree with the GEF upon any additional arrangements beyond this Memorandum of Understanding that may be necessary.
3 - يقوم مؤتمر الأطراف بتزويد مرفق البيئة العالمية، بوصفه الكيان الذي عهد إليه بتشغيل الآلية المالية المنشأة في إطار المادة 13 من الاتفاقية، بالتوجيهات المناسبة التي قد يقوم مؤتمر الأطراف باعتمادها أو استعراضها أو استكمالها أو تنقيحها عملاً بالفقرتين 7 و8 من المادة 13، ويتفق بعد ذلك مع مرفق البيئة العالمية على أي ترتيبات أخرى قد تكون ضرورية كإضافة إلى مذكرة التفاهم الحالية.

To evaluate and review, by 2004, the financial mechanism established by Article 10 of the Montreal Protocol with a view to ensuring its consistent, effective functioning in meeting the needs of Article 5 Parties and non-Article 5 Parties in accordance with Article 10 of the Protocol, and to launch a process for an external, independent study in that regard which shall be made available to the 16th Meeting of the Parties;
1 - أن يقّيم ويستعرض، بحلول عام 2004، الآلية المالية المنشأة بمقتضى المادة 10 من بروتوكول مونتريال بهدف ضمان إتساق وفعالية أدائها في الوفاء باحتياجات الأطراف العاملة بموجب المادة 5 والأطراف غير العاملة بموجب المادة 5 وفقاً للمادة 10 من البرتوكول، وأن يبدأ عملية تفضي إلى إجراء دراسة خارجية مستقلة في ذلك الصدد، تكون متاحة للاجتماع السادس عشر للأطراف؛
