The European Union had proposed a draft Code of Conduct for outer space activities, which was based on three principles: the freedom for all to use outer space for peaceful purposes, preservation of the safety and integrity of space objects in orbit, and due consideration of the legitimate security and defence needs of States.
ولقد اقترح الاتحاد الأوروبي مشروع مدونة لقواعد السلوك لأنشطة الفضاء الخارجي يقوم على أساس ثلاثة مبادئ: حرية استخدام الجميع للفضاء الخارجي في الأغراض السلمية، والمحافظة على أمان وسلامة الأجسام الفضائية الموجودة في مدار ما، وإيلاء الاعتبار الواجب للاحتياجات الأمنية والدفاعية للدول.

1- يجوز أن يشمل نطاق الأنشطة الفضائية التي تستهدفها الأطر التنظيمية الوطنية، حسب الاقتضاء، إطلاق الأجسام في الفضاء الخارجي وعودتها منه، وتشغيل موقع الإطلاق أو العودة وتشغيل الأجسام الفضائية الموجودة في المدار والسيطرة عليها.

As far as the relevant articles of the Turkish Civil Aviation Code and some national practices are considered, space objects in airspace are under the same rules as aircraft and other flying objects. (Aviation traffic experts have to be consulted for more detailed and precise answers).
بالاستناد الى المواد ذات الصلة من القانون التركي بشأن الطيران المدني والى بعض الممارسات الوطنية، يمكن القول بأن الأجسام الفضائية الموجودة في الفضاء الجوي تخضع لنفس القواعد التي تخضع لها الطائرات وغيرها من الأجسام الطائرة (تتعين استشارة خبراء الملاحة الجوية للحصول على إجابة أكثر تفصيلا ودقة).

ووفقا لما ورد في حسابات نموذجية أُجرِيت في الآونة الأخيرة، فإنَّ مستوى تراكم الحطام الفضائي في بعض مناطق المدار الأرضي المنخفض قد وصل بالفعل إلى نقطة حرجة، حيث إنَّ معدّل تكوين الحطام الناجم عمّا يحصل من اصطدامات متعاقبة بين الأجسام الفضائية الموجودة حاليا في المدار سيفوق معدل الانحلال الطبيعي لقطع الحطام.

(g) Provisions to deal with the transfer of ownership or control of space objects in orbit: these should include requiring a permit for selling satellites, and procedures for the submission of information on the change in status of the operation of a space object.
(ز) أحكام تتناول نقل ملكية الأجسام الفضائية الموجودة في المدارات أو نقل حق السيطرة عليها: ينبغي لهذه الأحكام أن تتضمّن شرط الحصول على رخصة لبيع السواتل، ووضع إجراءات لتقديم المعلومات عن تغيير حالة تشغيل الجسم الفضائي.

The Working Group also agreed that the table should list the following seven regulative categories: " Scope of application " , " Authorization and licensing " , " Continuing supervision of activities of non-governmental entities " , " Registration " , " Liability and insurance " , " Safety " and " Transfer of ownership or control of space objects in orbit " .
