Demands of the Security Council remain unimplemented by the Republic of Armenia, which not only refuses to withdraw from the occupied territories of the Republic of Azerbaijan, but continues to strengthen its military presence and capability in those territories and to conduct large-scale military actions in flagrant violation of international law and relevant Security Council resolutions and the ceasefire regime.
وظلت مطالبات مجلس الأمن دون تنفيذ من جانب جمهورية أرمينيا، التي لا ترفض الانسحاب من الأراضي المحتلة في جمهورية أذربيجان فحسب، لكنها تواصل تعزيز وجودها وقدراتها العسكرية في تلك المناطق والقيام بأعمال عسكرية واسعة النطاق في انتهاك صارخ للقانون الدولي وقرارات مجلس الأمن ذات الصلة، ولنظام وقف إطلاق النار.

Armenian military exercises on Azerbaijan's lands absolutely do not correspond to the spirit of these talks and the efforts of the leaders of the OSCE Minsk Group co-chair countries; moreover they undermine confidence-building to reach a political solution for the withdrawal of the Armenian troops from the occupied territories of the Republic of Azerbaijan.

On 6 November 2014, the armed forces of the Republic of Armenia started provocative large-scale military exercises in the occupied territories of the Republic of Azerbaijan with the involvement of about 47,000 military troops and over 3,000 pieces of combat equipment and armament of the armed forces of Armenia, as announced by Armenian official media sources.
