10. The Advisory Committee was informed, upon enquiry, that the amount of $250 million proposed for the transfer from accounts of peacekeeping operations represents approximately half of the total amount of unencumbered balances and savings for all active peacekeeping missions as at the close of the peacekeeping fiscal year on 30 June 2005.
10 - وأبلغت اللجنة الاستشارية لدى الاستفسار بأن مبلغ 250 مليون دولار المقترح تحويله من حسابات عمليات حفظ السلام يمثل نحو نصف مبلغ الأرصدة غير المرتبط بها والوفورات الناتجة عن جميع بعثات حفظ السلام العاملة في نهاية السنة المالية لحفظ السلام في 30 حزيران / يونيه 2005.

37. Decisions were taken by the General Assembly on the treatment of all reported unencumbered balances with the exception of the unencumbered balance for the period from 1 July 1996 to 30 June 1997, which amounted to $3,467,200 gross ($4,094,200 net).

While the European Union noted that the Secretary-General had for the first time recognized the need for those cash balances to be returned to Member States, the Financial Regulations and Rules of the United Nations did not justify withholding a percentage of the cash surpluses. The return of unencumbered balances in full to Member States was long overdue and should now take place.
وفيما يلاحظ الاتحاد الأوروبي أن الأمين العام يسلِّم للمرة الأولى بضرورة إعادة هذه الأرصدة النقدية إلى الدول الأعضاء، إلاّ أن بنود النظام المالي والقواعد المالية للأمم المتحدة لا تبرر احتجاز نسبة مئوية من هذه الفوائض النقدية، بل إن إعادة الأرصدة غير المرتبط بها كاملة إلى الدول الأعضاء أمر تأخَّر كثيراً ولا بد أن يتم الآن.

68. The Board believes that indefinite extensions are not consistent with the spirit of Security Council resolution 1483 (2003) mandating the Administration to fulfil all remaining obligations and ultimately turn over to the Government of Iraq all unencumbered balances.
68 - ويرى المجلس أن تمديد خطابات الاعتماد إلى ما لا نهاية لا يتفق وروح قرار مجلس الأمن 1483 (2003) الذي يسند إلى الإدارة مهمة الوفاء بجميع الالتزامات المتبقية وإرجاع جميع الأرصدة غير المرتبط بها إلى الحكومة العراقية في نهاية الأمر.

17. The possibility remains open of suspending the provisions of financial regulations 5.3 and 5.4 in respect of any surpluses (unencumbered balances) under the regular budget arising at the end of a financial period for the purpose of transferring a share of such funds to the Development Account.
