The recent food crisis has highlighted the vulnerability of developing countries to external shocks and should be seen as a wake-up call for governments and the international community to take proactive measures to boost agricultural productivity and output and also to enhance access to food in poor countries.
8- وأبرزت الأزمة الغذائية الأخيرة تعرض البلدان النامية للصدمات الخارجية، وينبغي اعتبار هذه الأزمة إشارة تنبيه للحكومات والمجتمع الدولي من أجل اتخاذ تدابير نشطة لإنعاش الإنتاجية الزراعية والناتج الزراعي وكذلك لتحسين فرص الحصول على الغذاء في البلدان الفقيرة.

All delegations commended UNCTAD for the publication of the World Investment Report 2009: Transnational Corporations, Agricultural Production and Development, which was both timely and important, especially in view of the recent food crisis, concerns on food security and the international efforts to fight hunger under Millennium Development Goal 1.
62- أشادت جميع الوفود بالأونكتاد لإصداره تقرير الاستثمار العالمي لعام 2009: الشركات عبر الوطنية والإنتاج الزراعي والتنمية، الذي جاء في الوقت المناسب ويتسم بالأهمية في آن واحد، وخاصة بالنظر إلى الأزمة الغذائية الأخيرة والقلق على الأمن الغذائي والجهود الدولية المبذولة لمكافحة الفقر في إطار الهدف الأول من الأهداف الإنمائية للألفية.

With reference to Africa, it was emphasized that the underlying causes of the recent food crisis had been the legacy of export-oriented development strategies, which had prompted a shift from producing staple foods for local needs to exporting cash crops, coupled with long-standing underinvestment in rural areas.
46- وبالإشارة إلى أفريقيا، شدد المشاركون على أن الأسباب الدفينة وراء الأزمة الغذائية الأخيرة هي مخلفات الاستراتيجيات الإنمائية الموجهة للتصدير، التي عجلت بالانتقال من إنتاج المواد الغذائية الأساسية لتلبية الاحتياجات المحلية إلى إنتاج المحاصيل التجارية الموجهة للتصدير، مقرونة بنقص الاستثمار في المناطق الزراعية لفترات طويلة.

The recent food crisis can be seen as a wake-up call that can be turned into an opportunity by developing countries to respond to, and for the international community to do more to rectify the systemic imbalances in global agricultural production and trade that have contributed over the years to today's problem.
88- يمكن النظر إلى الأزمة الغذائية الأخيرة كناقوس خطر يمكن أن يتحول إلى فرصة تتاح للبلدان النامية لكي تتصدى لهذه الأزمة، وللمجتمع الدولي لكي يبذل المزيد من الجهد من أجل تصحيح أوجه الخلل التي تشوب نظام الإنتاج الزراعي والتجارة في المنتجات الزراعية على المستوى العالمي، وهي اختلالات أسهمت على مدى الأعوام في حدوث المشكلة التي نواجهها اليوم.
