19 - ورغم إعادة التأكيد على الحاجة الملحة وأهمية تحقيق عالمية معاهدة عدم انتشار الأسلحة النووية والإهابة بجميع الدول الأطراف أن تبذل قصارى جهدها في سبيل تعزيز عالمية الانضمام إلى المعاهدة، وألا تتخذ أي إجراءات يمكن أن تؤثر سلبا على فرص تحقيق عالميتها، لم يتحقق أي تقدم في هذا الصدد.
