Re-emphasizing that the implementation of the commitments of developed country Parties and other developed Parties included in Annex II, as stated in Article 4, paragraph 5, of the Convention, is contributing to, and is an essential condition for, the effective implementation by developing country Parties of their commitments under the Convention,
وإذ يؤكد من جديد أن تنفيذ التزامات البلدان المتقدمة الأطراف وغيرها من الأطراف المتقدمة المدرجة في المرفق الثاني، على نحو ما نصت عليه الفقرة 5 من المادة 4 من الاتفاقية، عاملٌ مساعد وشرط أساسي لتنفيذ البلدان النامية الأطراف لالتزاماتها المنصوص عليها في الاتفاقية تنفيذا فعلياً،

21. Developed country Parties and other developed Parties included in Annex I, as a group, shall reduce their GHG emissions:
21- ويجب أن تخفض البلدان الأطراف المتقدمة وغيرها من الأطراف المتقدمة المدرجة في المرفق الأول، كمجموعة، انبعاثاتها من غازات الدفيئة كما يلي:

Recalling the commitments of all Parties in Article 4, paragraph 1, of the Convention and the commitments in Article 4, paragraphs 3 and 5, of developed country Parties and other developed Parties included in Annex II of the Convention,
إذ يذكِّر بالتزامات جميع الأطراف الواردة في الفقرة 1 من المادة 4 من الاتفاقية والالتزامات التي تنص عليها الفقرتان 3 و5 من المادة 4 للبلدان المتقدمة الأطراف وغيرها من الأطراف المتقدمة المدرجة في المرفق الثاني للاتفاقية،

Agreeing also that the implementation of the commitment of developed country Parties and other developed Parties included in Annex II to the Convention as stated in Article 4, paragraph 5, of the Convention are essential conditions for the effective implementation by developing country Parties of their commitments under the Convention,

Reaffirming that, in accordance with Article 4, paragraph 3, of the Convention, the developed country Parties and other developed Parties included in Annex II to the Convention shall provide new and additional financial resources to meet the agreed full costs incurred by developing country Parties in complying with their obligations under Article 12, paragraph 1, of the Convention,

Assessed contributions from developed country Parties and other developed Parties included in Annex II to the Convention, taking into account [their adaptation debt and] the need for MRV;

There should be regular reporting through national communications on the implementation by developed country Parties and other developed Parties included in Annex II of their commitment under Article 4.4 of the Convention to assist vulnerable developing countries in meeting the costs of adaptation.

The MCTF shall be financed by assessed contributions from developed country Parties and other developed Parties included in Annex II of the Convention.
(أ) سيموَّل صندوق تكنولوجيا المناخ المتعدد الأطراف عن طريق الاشتراكات المقررة التي تدفعها البلدان الأطراف المتقدمة وغيرها من البلدان الأطراف المتقدمة المدرجة في المرفق الثاني للاتفاقية.

1. In the context of the implementation of Article 4, paragraph 1, of the Convention, in accordance with the provisions of Article 4, paragraph 3, and Article 11 of the Convention, and through the entity or entities entrusted with the operation of the financial mechanism of the Convention, the developed country Parties and other developed Parties included in Annex II to the Convention shall:
1- تقوم البلدان الأطراف المتقدمة وسائر الأطراف المتقدمة المدرجة في المرفق الثاني للاتفاقية، في سياق تنفيذ الفقرة 1 من المادة 4 من الاتفاقية، وفقاً لأحكام الفقرة 3 من المادة 4 والمادة 11 من الاتفاقية، ومن خلال الكيان أو الكيانات المناط بها تشغيل الآلية المالية للاتفاقية، بما يلي:

Alternative 1: Highlighting that financial commitments have not been met by developed country Parties and other developed Parties included in Annex II and emphasizing the urgent need for these Parties to honour their commitments in accordance with Article 4, and in particular Articles 4.3, 4.4, and 4.5 of the Convention by providing resources to support adaptation, mitigation and technology transfer,
