By means of an information circular dated 4 May 2006, the Secretariat reminded States parties to the Migrants Protocol of their obligation to provide information and invited signatories to do likewise at their earliest convenience, but not later than 20 May 2006.
5- وبواسطة تعميم إعلامي مؤرّخ 4 أيار/مايو 2006، ذكّرت الأمانة الدول الأطراف في بروتوكول المهاجرين بالتزامها بتقديم المعلومات، ودعت الدول الموقِّعة إلى القيام بالمثل في أبكر وقت ملائم لها، على ألاّ يتأخّر ذلك عن 20 أيار/مايو 2006.

The Secretariat believed that encouraging non-signatory States to participate in the information-gathering system of the Conference of the Parties would be a way to assist them in gaining experience on how States that were already parties to the Migrants Protocol had adjusted their legal and institutional framework in order to respond to the challenges posed by this criminal activity.
ورأت الأمانة أن تشجيع الدول غير الموقّعة على المشاركة في نظام مؤتمر الأطراف لجمع المعلومات سيوفر طريقة لمساعدة تلك الدول على اكتساب خبرة عن كيف استطاعت الدول الأطراف في بروتوكول المهاجرين فعلا أن تعدّل إطارها القانوني والمؤسسي بغية التصدي للتحديات التي يثيرها هذا النشاط الإجرامي.

The overview presented above demonstrates that the majority of States parties to the Migrants Protocol that responded to the questionnaire already had in place or had adopted measures to implement the provisions under consideration (art. 11-13, 16 and 18 of the Migrants Protocol).
35- تبين اللمحة الإجمالية المعروضة أعلاه أن غالبية الدول الأطراف في بروتوكول المهاجرين التي ردت على الاستبيان كانت لديها بالفعل التدابير اللازمة لتنفيذ الأحكام قيد النظر، أو اعتمدت تدابير من هذا القبيل (المواد 11-13 و16 و18 من بروتوكول المهاجرين).

One speaker, noting that the number of States parties to the Migrants Protocol was lower than the number of States parties to the Convention or to the Trafficking in Persons Protocol, stressed the need for technical assistance activities aimed at helping States to ratify the Migrants Protocol.
56- ولاحظ أحد المتكلمين أن عدد الدول الأطراف في بروتوكول المهاجرين أقل من عدد الدول الأطراف في الاتفاقية أو بروتوكول الاتجار بالأشخاص، مشددا على الحاجة إلى أنشطة المساعدة التقنية الرامية إلى مساعدة الدول على التصديق على بروتوكول المهاجرين.

Unfortunately, the rate of responses received from States parties to the Migrants Protocol during the second reporting cycle of the Conference of the Parties was lower than that for the first reporting cycle, in which the problem of underreporting had already been identified.
42- مما يدعو إلى الأسف أن معدّل الإجابات الواردة من الدول الأطراف في بروتوكول المهاجرين أثناء دورة الإبلاغ الثانية لمؤتمر الأطراف كان أدنى منه في دورة الإبلاغ الأولى، والتي حُدّدت فيها من قبلُ مشكلة نقص الإبلاغ.
