The Committee wishes to emphasize the critical implications of proof of identity for children affected by HIV/AIDS, as it relates to securing recognition as a person before the law, safeguarding the protection of rights, in particular to inheritance, education, health and other social services, as well as to making children less vulnerable to abuse and exploitation, particularly if separated from their families due to illness or death.
32- وتود اللجنة أن تشدد على الآثار البالغة الأهمية المترتبة على إثبات هوية الأطفال المتأثرين بالفيروس/الإيدز لأن هذه الهوية تؤمن الاعتراف بهم كأشخاص أمام القانون، وتصون حماية الحقوق، وخاصة الحق في الميراث، والتعليم والخدمات الصحية وغيرها من الخدمات الاجتماعية، فضلاً عن تقليل تعرض الأطفال للاعتداء والاستغلال، خاصة إذا كانوا منفصلين عن أسرهم بسبب المرض أو الوفاة.

29. 13. Envisioning a response that is truly comprehensive, the Declaration of Commitment on HIV/AIDS sets out time-bound targets for HIV prevention measures, care and treatment of people living with HIV, support for children affected by HIV/AIDS and interventions to mitigate the impact of the epidemic on households, communities and key sectors of society.
13 - وقد توخى إعلان الالتزام بشأن فيروس نقص المناعة البشرية/الإيدز أن تكون عملية مكافحة الوباء شاملة بحق فنص على أهداف ذات مواعيد محددة لتدابير الوقاية من الفيروس، وعلى رعاية وعلاج الأشخاص المصابين به، ودعم الأطفال المتأثرين بالفيروس والإيدز، والقيام بتدخلات من أجل التخفيف من حدة أثر الوباء على الأسر المعيشية والمجتمعات المحلية وقطاعات المجتمع الرئيسية.

States parties must make adequate provision to ensure children affected by HIV/AIDS can stay in school and ensure the qualified replacement of sick teachers so that children's regular attendance at schools is not affected, and that the right to education (art. 28) of all children living within these communities is fully protected.
فعلى الدول الأطراف أن توفر اعتمادات كافية تؤمن بقاء الأطفال المتأثرين بالفيروس/الإيدز في المدارس وتكفل الاستعاضة عن المدرسين المصابين بالمرض بمدرسين مؤهلين حتى لا يتأثر الالتحاق المنتظم للأطفال بالمدارس، وحتى يكون الحق في التعليم (المادة 28) محمياً حماية كاملة لصالح جميع الأطفال الذين يعيشون داخل هذه المجتمعات.
