" يعرب مجلس الأمن عن عزمه القيام لدى إنشاء أو تجديد ولاية لجان الجزاءات ذات الصلة، بالنظر في الأحكام المتعلقة بالأطراف التي تنتهك القانون الدولي المنطبق على حقوق الأطفال وحمايتهم في النزاعات المسلحة.

4. I propose that the Security Council urge armed groups to commit themselves to the child protection standards embodied in the Convention on the Rights of the Child and its Optional Protocol and in international humanitarian law regarding the rights and protection of children in times of armed conflict, and to accept and cooperate in the monitoring of adherence to those standards.

In its last presidential statement on children and armed conflict (S/PRST/2010/10), the Security Council expressed its intention, when establishing or reviewing the mandate of relevant Sanctions Committees, to consider provisions pertaining to parties that are in violation of applicable international law relating to the right and protection of children in armed conflict.
وأعرب مجلس الأمن في آخر بياناته الرئاسية عن الأطفال والنزاع المسلح (S/PRST/2010/10) عن عزمه القيام لدى إنشاء أو استعراض ولاية لجان الجزاءات ذات الصلة، بالنظر في الأحكام المتعلقة بالأطراف التي تنتهك القانون الدولي المنطبق على حقوق الأطفال وحمايتهم في النزاعات المسلحة.

(e) Expresses its intention, when establishing, modifying or renewing the mandate of relevant sanctions regimes, to consider including provisions pertaining to parties to armed conflict that engage in activities in violation of applicable international law relating to the rights and protection of children in armed conflict;
(هـ) يعرب عن اعتزامه النظر، عند إرساء ولاية نظم الجزاءات أو تعديلها أو تجديدها، في إدراج أحكام تتعلق بأطراف النـزاع المسلح التي تضطلع بأنشطة تنتهك القانون الدولي المنطبق فيما يتعلق بحقوق الأطفال وحمايتهم في النـزاع المسلح؛

To illustrate this point, in Sierra Leone child protection advisers have collaborated closely and effectively with UNICEF on child disarmament, demobilization and reintegration, on the participation and protection of children in the transitional justice mechanisms, on strengthening the legal protection framework for children and on capacity-building for relevant government ministries and for the national police force and army.

وإذ يلاحظ التقدم المحرز لحماية الأطفال المتأثرين بالصراعات المسلحة لا سيما في مجالي الدعوة ووضع القواعد والمعايير، وإذ يظل يساوره عميق القلق من عدم تحقيق تقدم شامل على أرض الواقع، حيث ما برحت الأطراف المتصارعة تنتهك دونما عقاب الأحكام ذات الصلة للقانون الدولي المنطبق فيما يتعلق بحقوق الأطفال وحمايتهم في الصراعات المسلحة،

" Urges all parties to armed conflict to respect fully international law applicable to the rights and protection of children in armed conflict, in particular the Geneva Conventions of 1949 and the obligations applicable to them under the Additional Protocols thereto of 1977, the United Nations Convention on the Rights of the Child of 1989 ... "
لقد حثت الفقرة العاملة 3 من قرار مجلس الأمن جميع الأطراف في الصراعات المسلحة على الاحترام الكامل للقانون الدولي المنطبق على حقوق الأطفال وحمايتهم في الصراعات المسلحة، ولا سيما اتفاقيات جنيف لعام 1949 وما ينطبق عليها من التزامات بموجب بروتوكولات عام 1977 الإضافية الملحقة بها، واتفاقية الأمم المتحدة لحقوق الطفل لعام 1989 ...
