243. The Education Institute of the Supreme Education Council has developed guidelines to prevent corporal punishment. The guidelines are included in the discipline policy and were designed to control students' behaviour while at the same time respecting the autonomy of schools.

A mid-decade evaluation report on the education for all plan is being prepared by the committee established pursuant to Ministerial Decision No. 17 of 2006, the members of which include the Ministry of Education, the Supreme Education Council, the Qatari National Committee for Education, Culture and Science and the University of Qatar.

76. The Supreme Education Council has continued its efforts to develop childcare and welfare through early education as a fundamental part of the education process, with kindergarten as a step on the educational ladder.
76- واصل المجلس الأعلى للتعليم جهوده فيما يتعلق بتطوير عمليات الرعاية وتهيئة الأطفال من خلال التعليم المبكر كجزء أساسي من العملية التعليمية مع الحرص على أن تكون الروضة جزءاً من السلم التعليمي.

183. Teachers and experts participate in specialist courses and workshops organized in their respective fields by the Supreme Education Council, schools or the country's specialist training centres.

1. The State of Qatar adopts an educational and cultural policy based on modern and open dialogue with others. The implementation of this policy is undertaken by the Supreme Education Council, and the Ministry of Culture, Arts and Heritage.
1 - تتبنى دولة قطر سياسة تعليمية وثقافية عصرية منفتحة تستند إلى الحوار مع الآخر، ويتولى المجلس الأعلى للتعليم ووزارة الثقافة والفنون والتراث تنفيذ تلك السياسة.

The Supreme Education Council has started to put more focus on this by providing training courses for teachers and displaying model tests on its site, thus providing school principals and teachers with plans and strategies for the quality of teaching to match the level of the national tests.
وشرع المجلس الأعلى للتعليم في زيادة التركيز على ذلك بتوفير دورات تدريبية للمدرسين وعرض نماذج للاختبارات على موقعه، وبذا يزود مديري المدارس والمدرسين بخطط واستراتيجيات حتى تتناسب جودة التدريس مع مستوى الاختبارات الوطنية.

213. The Supreme Education Council devoted considerable resources to this stage of education in order to achieve the objectives of the initiative, commissioning experts to prepare a strategic plan for early education, the first draft of which was completed in February 2007.
213- ومن منطلق تحقيق أهداف المبادرة فقد أولى المجلس الأعلى للتعليم اهتماماً بهذه المرحلة فتم تكليف مجموعة من الخبراء بإعداد الخطة الاستراتيجية لتعليم الطفولة المبكرة والتي تم الانتهاء من مسودتها الأولية في شباط/فبراير 2007.

230. In diversifying areas of specialization in intermediate and secondary education for girls, the education development initiative adopted by the Supreme Education Council applies the principles of gender equality and equal opportunities for girls and boys to enrol in the schools that they want to attend.
230- ففي مجال تنويع المجالات التخصصية في التعليم الإعدادي والثانوي أمام الفتيات، فإن مبادرة تطوير التعليم، التي يتبناها المجلس الأعلى للتعليم تقوم على أساس المساواة بين الجنسين وإتاحة المجال أمام الطلبة إناثاً وذكوراً للالتحاق بالمدرسة التي يرغبون فيها.

171. The Supreme Education Council has worked hard to create an appropriate learning and school environment for students with disabilities. Mainstream schools are therefore fully equipped to meet the needs of students with disabilities in terms of access, facilities and the like.
171- وحرصاً من المجلس الأعلى للتعليم على توفير البيئة التعليمية والمدرسية المناسبة للطلبة ذوي الإعاقة، فقد تم تجهيز الهيئة المدارس العادية بكافة المتطلبات للطلبة ذوي الإعاقة من حيث المداخل والمرافق وغيرها.

(c) Communicating with schools to ensure that students with disabilities are diligently applying themselves and have access to the necessary facilities, in cooperation with the Supreme Education Council.
(ج) التواصل مع المدارس لمتابعة التزام الطلبة ذوي الإعاقة بالدوام، وتقديم التسهيلات اللازمة لهم بالتعاون مع المجلس الأعلى للتعليم.

177. The Supreme Education Council employs the term " measures and facilities " as a catch-all phrase for changes of any type introduced by schools to elevate the learning experience of students with hearing impairment to the same level as that of their colleagues.
177- وقد رأى المجلس الأعلى للتعليم استخدام مصطلح الترتيبات والتسهيلات ليكون بمثابة مظلة عامة تشمل أي نوع من التغييرات التي تجريها المدارس للارتقاء بمستويات حصول الطلبة ذوي الإعاقة السمعية على نفس الخبرات التعليمية المخصصة لزملائهم.

In Qatar, annual student evaluations from the 4th to the 12th grade have been conducted since 2003 by the Supreme Education Council. A graded system was introduced in 2011 in the annual test, with a minimum pass requirement of 30 per cent of total marks.
48- وفي قطر، يقوم المجلس الأعلى للتعليم بتقييمات سنوية للطلاب ابتداءً من الصف الرابع إلى الصف الثاني عشر، وقد تم استحداث نظام للدرجات الدراسية في 2011 في الاختبارات السنوية، بشرط أدنى للنجاح هو 30 في المائة من مجموع الدرجات.

The improvement in private school standards since they came under the remit of the Supreme Education Council are one possible reason for their growing attendance rates. Another factor that cannot be ignored is the growth in reverse migration owing to the establishment of independent schools, which often provide a better education than many private schools.
ويعتبر التطوير المبني على معايير الجودة الذي بدأ يطال المدارس الخاصة بعد أن أصبح جزءاً من مسؤوليات المجلس الأعلى للتعليم أحد الأسباب التي يمكن أن ينسب لها زيادة الإقبال، ولا نستطيع أن نغفل عاملا هاما هو أن الهجرة العكسية أصبحت الآن تتزايد بعد تطوير التعليم وإنشاء المدارس المستقلة والتي أصبحت تمتلك مقومات للتعليم النوعي تفوق عدداً كبيراً من المدارس الخاصة.

An initiative to establish outstanding foreign schools was launched in 2007 by decision of Her Highness Sheikha Mozah Bint Nasser Al-Missned, President of the Supreme Education Council, through the formation of an Oversight Committee to attract outstanding foreign schools.
