The International Narcotics Control Board is an independent treaty body consisting of 13 members elected by the Economic and Social Council. The Board monitors and promotes compliance with the provisions of three international drug control Conventions which aim to limit the use of drugs exclusively to medical and scientific purposes.

1. Urges all Governments to continue to contribute to maintaining a balance between the licit supply of and demand for opiate raw materials used for medical and scientific purposes, supporting traditional and established supplier countries, and to cooperate in preventing the proliferation of sources of production of opiate raw materials;
1 - يحث جميع الحكومات على أن تواصل الإسهام في الحفاظ على وجود توازن بين العرض المشروع للمواد الخام الأفيونية المستعملة في الأغراض الطبية والعلمية والطلب المشروع عليها، بما يدعم البلدان الموردة التقليدية والمعروفة، وعلى أن تتعاون على منع انتشار مصادر إنتاج المواد الخام الأفيونية؛

One speaker encouraged UNODC to collect and analyse national laws and regulations in order to identify those that made it difficult for Governments to ensure the availability of controlled substances for medical and scientific purposes.
138- وشجّع أحد المتكلّمين مكتب المخدرات والجريمة على جمع وتحليل القوانين واللوائح الوطنية للتعرّف على تلك التي تجعل من الصعب على الحكومات أن تكفل توافر المواد الخاضعة للمراقبة لتلبية الأغراض الطبية والعلمية.

Another speaker reminded Member States to report to the Board on their licit requirements for and use of narcotic drugs for medical and scientific purposes, as well as on cases involving the diversion of such drugs.
وذَكَّر متكلّم آخر الدول الأعضاء بأن عليها أن تبلغ الهيئة باحتياجاتها المشروعة من المخدرات لتلبية الأغراض الطبية والعلمية وعن استعمالاتها المشروعة لتلك المواد، وكذلك عن الحالات المتعلقة بتسريب تلك المخدرات.

2. Calls for the implementation of all the provisions of the international drug control treaties, in particular those that oblige States parties to limit the use of narcotic drugs and psychotropic substances exclusively to medical and scientific purposes.
2- تدعو إلى تنفيذ جميع أحكام المعاهدات الدولية لمكافحة المخدرات(51) ولا سيما الأحكام التي تلزم الدول الأطراف فيها بحصر استعمال العقاقير المخدرة والمؤثرات العقلية في الأغراض الطبية والعلمية.

2. Calls for the implementation of the international drug control treaties, in particular, those provisions which oblige States parties to limit the use of narcotic drugs and psychotropic substances exclusively to medical and scientific purposes.
2- تدعو الى تنفيذ أحكام المعاهدات الدولية المتعلقة بمراقبة المخدرات،() ولا سيما أحكامها التي تلزم الدول الأطراف فيها بحصر استعمال العقاقير المخدرة والمؤثرات العقلية في الأغراض الطبية والعلمية.

According to article 4, paragraph (c), of the Single Convention, the purpose of the Single Convention is to limit the production, manufacture, export, import, distribution of, trade in, use and possession of drugs exclusively to medical and scientific purposes.
وفقاً للفقرة (ج) من المادة 4 من الاتفاقية الوحيدة، يتمثل الغرض من الاتفاقية الوحيدة في قصر إنتاج المخدرات وصنعها وتصديرها واستيرادها وتوزيعها وتجارتها واستعمالها وحيازتها، على الأغراض الطبية والعلمية دون سواها.

9. Encourages Member States to report to the International Narcotics Control Board data on the consumption of psychotropic substances for medical and scientific purposes in the same manner as for narcotic drugs, in order to enable the Board to analyse levels of consumption of psychotropic substances in an accurate manner and to promote their adequate availability;
9- تشجّع الدول الأعضاء على تقديم تقارير إلى الهيئة الدولية لمراقبة المخدّرات عن البيانات المتعلقة باستهلاك المؤثرات العقلية في الأغراض الطبية والعلمية بالطريقة ذاتها المتّبعة في التقارير عن العقاقير المخدّرة، وذلك من أجل تمكين الهيئة من تحليل مستويات استهلاك المؤثرات العقلية على نحو دقيق وتعزيز توافرها بكميات كافية؛
