While the Convention is automatically applicable to peacekeeping operations, its applicability to other United Nations operations is conditional upon a " declaration " by the General Assembly or the Security Council that there exists an exceptional risk to the safety of the personnel participating in the Operation.
ولئن كانت الاتفاقية تنطبق بصفة تلقائية على عمليات حفظ السلام، فإن انطباقها على غيرها من عمليات الأمم المتحدة مرهون " بإعلان " تصدره الجمعية العامة أو مجلس الأمن بوجود خطر غير عادي يهدد سلامة الأفراد المشاركين في العملية.
