The second biennial report contained an analysis of the information provided in 117 replies. The present report has been prepared on the basis of the replies received from 93 States by 8 November 2004, with some States completing only certain parts of the questionnaire.

Taking note of the second biennial report of the Executive Director of the United Nations Office on Drugs and Crime on the implementation of the outcome of the twentieth special session of the General Assembly, in which it was stated that demand reduction efforts needed to be stepped up over the next five years in order to achieve significant and measurable results,

Forty-seven per cent of the reporting States, compared with 40 per cent for the second reporting cycle, had introduced specific measures and/or related sanctions since the submission of the second biennial questionnaire in connection with revised or new laws, regulations or working procedures intended to prevent the diversion of precursors, by providing pre-export notifications to importing countries.
22- استحدث سبع وأربعون في المائة من الدول المبلِّغة، مقارنة بنسبة40 في المائة في دورة الإبلاغ الثانية، تدابير محددة و/أو عقوبات ذات صلة منذ تقديم الاستبيان الإثناسنوي الثاني فيما يتصل بإصدار قوانين أو لوائح تنظيمية أو إجراءات عمل جديدة أو منقّحة موجّهة إلى منع تسريب السلائف، وذلك من خلال اعتماد أسلوب تقديم إشعارات سابقة للتصدير إلى الدول المستوردة.

The Commission considered the second biennial report (E/CN.7/2003/2 and Add.1-6) at its forty-sixth session, the third biennial report (E/CN.7/2005/2 and Add.1-6) at its forty-eighth session, the fourth biennial report (E/CN.7/2007/2 and Add.1-6) at its fiftieth session and the fifth report (E/CN.7/2008/2 and Add.1-6) at its fifty-first session.
