وإذ يعرب عن قلقه العميق إزاء اﻷضرار البشرية والمادية التي لحقت بالشعب العربي الليبي والشعوب المجاورة من جراء اﻹجراءات القسرية المطبقة عليها تنفيذا لقراري مجلس اﻷمن رقم ٨٤٧/٢٩٩١ و ٣٨٨/٣٩٩١،
