The two organizations jointly introduced the voluntary prior informed consent (PIC) procedure in 1989, which provided the basis for the adoption, in 1998, of the Rotterdam Convention.

Built upon the voluntary prior informed consent procedure initiated by UNEP and FAO, the text of the Rotterdam Convention was adopted in 1998.
وقد اعتمد في عام 1998نص اتفاقية روتردام، المبني على الإجراء الطوعي للموافقة المسبقة عن علم، الذي بدأه برنامج الأمم المتحدة للبيئة ومنظمة الأغذية والزراعة.

When a foreign national applies for Maltese citizenship, where citizenship is being acquired by a voluntary act, the applicant must verify whether he/she might lose citizenship of his/her country as a result of a voluntary act.

1 - تقرر دعوة الدورة الحادية عشرة للجنة التفاوض الحكومية الدولية للانعقاد وذلك في شكل مؤتمر للمفوضين، قبل الاجتماع الأول لمؤتمر الأطراف مباشرة لغرض البت فيما إذا كان سيتم إدراج مواد الكريسوتيل، ورابع إيثيل الرصاص، ورابع ميثيل الرصاص والباراثيون في الإجراء الطوعي للموافقة المسبقة عن علم؛

Introducing the item, the representative of the secretariat outlined the process followed to review the draft decision guidance document on parathion and noted that the interim Chemical Review Committee had recommended that the Committee should decide to include parathion in the voluntary PIC procedure and approve the related decision guidance document.
وعند تقديم هذا البند وأوضح ممثل الأمانة العملية التي أتُبعت لاستعراض مشروع وثيقة توجيه القرار بشأن الباراثيون وأشار إلى أن اللجنة المؤقتة لاستعراض المواد الكيميائية قد أوصت بأن تبت اللجنة في مسألة إدراج الباراثيون في الإجراء الطوعي للموافقة المسبقة عن علم واعتماد وثيقة توجيه القرار ذات الصلة.

The interim Chemical Review Committee recommended that the Committee should decide to include tetraethyl lead and tetramethyl lead in the voluntary PIC procedure and approve the related decision guidance document.
وأوصت اللجنة المؤقتة لاستعراض المواد الكيميائية بأنه ينبغي على اللجنة أن تبت في إدراج الرصاص رباعي الإيثيل والرصاص رباعي الميثيل في الإجراء الطوعي للموافقة المسبقة عن علم وأن تعتمد مشروع وثيقة توجيه القرار ذات الصلة.

30. The Secretariat would like to underline that nominations of designated national authorities made under the interim PIC procedure or earlier under the original voluntary procedure are not carried over and new nominations have to be made.
30 - تود الأمانة أن تؤكد أن ترشيحات السلطات الوطنية المعينة المقدمة بموجب الإجراء المؤقت للموافقة المسبقة عن علم أو المقدمة قبل ذلك بموجب الإجراء الطوعي الأصلي لا ترحل وأنه يتعين تقديم ترشيحات جديدة.

38. In its resolution on interim arrangements, the Rotterdam Conference decided to bring the original voluntary PIC procedure in line with the provisions of the Convention to allow, inter alia, to continue to operate a voluntary procedure for the application of the procedure.

the voluntary prior informed consent procedure continued to provide protection to all participating countries, not only to Parties to the Convention. He recalled, however, that in accordance with decision RC-1/13, the voluntary procedure would cease to operate in February 2006.

In all those cases where a foreign national has to apply to acquire Maltese citizenship (that is, where citizenship is being acquired by a voluntary act) it is important for the applicant to verify loss of citizenship of country of origin because of the voluntary act.
وفي جميع الحالات التي تستوجب أن يتقدم المواطن الأجنبي بطلب للحصول على جنسية مالطة (أي حيثما يجري الحصول على الجنسية بإجراء طوعي) من المهم أن يثبت مقدم الطلب فقدان جنسية البلد الأصلي بسبب هذا الإجراء الطوعي.
