Another signal of the positive reception for the technical guidance has been the request by the Human Rights Council for the development of technical guidance on applying a human rights-based approach to the implementation of policies and programmes to reduce and eliminate preventable mortality and morbidity in children under 5 years of age, which envisions a process similar to that carried out with the maternal mortality technical guidance.
٥٧- وثمة علامة أخرى على التقبّل الإيجابي للإرشادات التقنية هي الطلب الوارد من مجلس حقوق الإنسان بوضع إرشادات تقنية بشأن تطبيق نهج قائم على حقوق الإنسان في تنفيذ السياسات والبرامج الرامية إلى الحد من وفيات وأمراض الأطفال دون سن الخامسة التي يمكن الوقاية منها والقضاء عليها، وهو يضع نصب عينيه عملية مماثلة لتلك التي اتبعت بشأن الإرشادات التقنية بشأن الوفيات النفاسية.

1. Recommends that the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol, at its first session, adopt draft decision -/CMP.1 (technical guidance on methodologies for adjustments under Article 5, paragraph 2, of the Kyoto Protocol) below;

30. In its resolution 21/6, the Human Rights Council requested OHCHR to prepare, in consultation with all relevant stakeholders, a report on how the technical guidance on the application of a human rights-based approach to the implementation of policies and programmes to reduce preventable maternal mortality and morbidity has been applied by States and other relevant actors.

The Conference, by its decision 21/CP.7, had requested the SBSTA to complete technical guidance on methodologies for adjustments under Article 5, paragraph 2, of the Kyoto Protocol for consideration by the Conference at its ninth session, with a view to recommending, at that session, such technical guidance for adoption by the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol at its first session.
