:: States parties should abolish all import and export duties on assistive devices and assistive technology imported for the benefit of persons with visual disabilities and their development

:: Universities, educational and academic institutions should promote research in the field of assistive devices, assistive and accessible technology in order to create access to technology at affordable cost for persons with visual disabilities
:: ينبغي للجامعات، والمؤسسات التعليمية والأكاديمية تشجيع البحوث في مجال الأجهزة والتكنولوجيا المعينة والميسرة لإتاحة الحصول على هذه التكنولوجيا بتكلفة ميسرة للأشخاص ذوي الإعاقات البصرية.

Its key provisions include: declaring Braille as an official language of South Korea; requiring the State and local governments to establish and implement policies necessary to enable persons with visual disabilities to access and use information by using Braille; and introducing Braille Day.
