2. Strongly condemns the prevailing impunity for attacks and violence against journalists, and expresses grave concern that the vast majority of these crimes go unpunished, which in turn contributes to the recurrence of these crimes;
2 - تدين بقوة انتشار الإفلات من العقاب على الاعتداءات وأعمال العنف الموجهة ضد الصحفيين وتعرب عن قلقها البالغ لإفلات الغالبية العظمى من مرتكبي هذه الجرائم من العقاب، ما يسهم بدوره في تكرار هذه الجرائم؛

5. Calls upon States to develop and implement strategies for combating impunity for attacks and violence against journalists, including by using, where appropriate, good practices such as those identified during the panel discussion held on 11 June 2014 and/or compiled in the report of the Office of the United Nations High Commissioner for Human Rights on good practices on the safety of journalists, inter alia:
5- يهيب بالدول أن تضع وتنفذ استراتيجيات لمكافحة الإفلات من العقاب على الاعتداءات وأعمال العنف المرتكبة ضد الصحفيين، بوسائل منها الاستناد، حسب مقتضى الحال، إلى الممارسات الجيدة كالتي حددتها حلقة النقاش المعقودة في 11 حزيران/يونيه 2014 و/أو تلك المجمعة في تقرير مفوضية الأمم المتحدة السامية لحقوق الإنسان بشأن الممارسات الجيدة المتعلِّقة بسلامة الصحفيين، ومن ذلك ما يلي:

Also urges States to take appropriate measures to address the question of impunity for attacks, threats and acts of intimidation committed by State and nonState actors, including cases of genderbased violence, against human rights defenders and their relatives, including by ensuring that complaints from human rights defenders are promptly investigated and addressed in a transparent, independent and accountable manner;
8 - تحث أيضا الدول على اتخاذ التدابير اللازمة للتصدي لمسألة الإفلات من العقاب على الاعتداءات والتهديدات وأعمال التخويف التي تقوم بها جهات فاعلة من الدول ومن غير الدول، بما فيها حالات العنف القائم على أساس نوع الجنس، ضد المدافعين عن حقوق الإنسان وذويهم، بطرق منها كفالة سرعة التحقيق في الشكاوى التي يقدمها المدافعون عن حقوق الإنسان والنظر فيها بطريقة تتسم بالشفافية والاستقلالية وخاضعة للمساءلة؛

8 - تحث أيضا الدول على اتخاذ التدابير اللازمة للتصدي لمسألة الإفلات من العقاب على الاعتداءات والتهديدات وأعمال الترويع التي تقترفها الجهات الفاعلة من الدول ومن غير الدول، بما فيها حالات العنف القائم على أساس نوع الجنس، ضد المدافعين عن حقوق الإنسان وذويهم، بطرق منها سرعة التحقيق في الشكاوى التي يقدمها المدافعون عن حقوق الإنسان ومعالجتها بطريقة تتسم بالشفافية والاستقلالية وخاضعة للمساءلة؛

The Director underscored the high-level of impunity for abuses committed against women and girls in the eastern Democratic Republic of the Congo, and expressed concern that the majority of instances occurred in areas beyond the reach of UNHCR and the UN peacekeeping mission, where access was a problem.
وأكد المدير على المستوى المرتفع لحالات الإفلات من العقاب على الاعتداءات التي تعرضت لها النساء والبنات في شرق جمهورية الكونغو الديمقراطية، وأعرب عن قلقه لحدوث أغلبية الحالات في مناطق لا تصل إليها المفوضية وبعثة الأمم المتحدة لحفظ السلام ويمثل الوصول إليها مشكلة.
