8. The Principles are intended to provide guidance not only to Governments but also to the international community, particularly to the agencies of the United Nations, other international humanitarian and development organizations, regional bodies and NGOs.

5. Calls upon the Secretary-General, as well as the Office of the United Nations High Commissioner for Refugees and other agencies, to continue to mobilize the timely provision of international humanitarian and development assistance to the Federal Republic of Yugoslavia;

(d) Coordinate all activities with stakeholders from the international humanitarian and development communities to secure financial resources for restoring and equipping health facilities and ensure a comprehensive approach integrating a gender perspective to their development and implementation.
(د) تنسيق جميع الأنشطة المضطلع بها مع أصحاب المصلحة من الأوساط الإنسانية والإنمائية الدولية لتأمين الموارد المالية اللازمة لإصلاح المرافق الصحية وتجهيزها، وضمان اتباع نهج شامل لإدماج المنظور الجنساني في وضع تلك الأنشطة وتنفيذها.

(a) Continue to coordinate all activities with stakeholders from the international humanitarian and development communities to secure funding for the restoration of the schools that were occupied and damaged during the conflict and ensure a comprehensive approach integrating a gender perspective in the provision of teaching materials and facilities such as sanitary conveniences;
(أ) مواصلة تنسيق جميع الأنشطة المضطلع بها مع أصحاب المصلحة من الأوساط الإنسانية والإنمائية الدولية بهدف تأمين التمويل لأعمال إعادة ترميم المدارس التي احتُلت وأصيبت بأضرار في أثناء النزاع، وكفالة اتباع نهج شامل لإدماج المنظور الجنساني في توفير المواد التعليمية والمرافق، من قبيل المرافق الصحية؛

Nevertheless, during the reporting period, access to vulnerable groups, including children, in many areas of the country continued to be challenging for United Nations agencies and other international humanitarian and development actors, and continued to limit the ability of the country task force and its partners to monitor and report on grave violations perpetrated against children by all parties to the conflict.

At its fifty-seventh session, the General Assembly called upon the Secretary-General to continue to mobilize the timely provision of international humanitarian and development assistance to the Federal Republic of Yugoslavia; and requested him to submit to it at its fifty-ninth session a report on the implementation of the resolution (resolution 57/148).

A major focus of the Colloquy was to promote the integration of the Principles into the work of existing actors, in particular the United Nations human rights system, the international humanitarian and development organizations within IASC, regional organizations and non-governmental organizations.

8. Soon after the Principles were finalized, the Inter-Agency Standing Committee (IASC), composed of the heads of the major international humanitarian and development agencies and organizations, adopted a decision welcoming the Guiding Principles and encouraging its members to share them with their executive boards and their staff, especially those in the field, and to apply them in their activities on behalf of internally displaced persons.
