Human Rights Watch issued a statement on the use of cluster munitions in Libya, and the Cluster Munition Coalition condemned the use.
وأصدرت منظمة رصد حقوق الإنسان بيانا عن استخدام الذخائر العنقودية في ليبيا، وأدان الائتلاف المناهض للذخائر العنقودية استخدامها.

However, the Cluster Munition Coalition states that, according to its own estimates, as many as 28 States and 3 territories may have cluster munition remnants on their territory.
غير أن الائتلاف المناهض للذخائر العنقودية يقول إن هناك، وفقا للتقديرات الخاصة به، ما لا يقل عن 28 دولة و 3 أقاليم قد توجد على أراضيها مخلفات للذخائر العنقودية.

23. Several States have reported that they have cooperated with other States parties, and with partners such as the Cluster Munition Coalition, ICRC and operators, to promote the universalization and norms of the Convention on Cluster Munitions.

The Coordination Committee includes representatives from the Cluster Munition Coalition, ICRC, the United Nations Development Programme (UNDP) Bureau for Crisis Prevention and Recovery (as interim implementation support and executive coordination) and the Office for Disarmament Affairs of the Secretariat.

Mr. NASH (Cluster Munition Coalition) pointed out that the presence, at the Third Conference to review the Convention, of a large number of members of the Coalition who had come from countries affected by the problem of cluster munitions attested to the determination of civil society to ensure that an effective solution was found to the urgent problems posed by those munitions.
3- السيد ناش (الائتلاف المناهض للذخائر العنقودية) أشار إلى أن حضور عدد كبير من أعضاء الائتلاف، القادمين من بلدان تضررت من مشكلة الذخائر العنقودية، إلى مؤتمر الاتفاقية الاستعراضي الثالث يدل على عزم المجتمع الدولي على التوصل إلى حل فعال للمشاكل الملحة الناتجة عن هذه الذخائر.

5. Mr. ALIZADA (Cluster Munition Coalition), himself the victim of the detonation of an anti-personnel mine at the age of 12, said that he worked with victims of cluster munitions in his country, Afghanistan, where he had witnessed the effects of those munitions, which were as devastating as those of anti-personnel landmines.
5- السيد علي زادة (الائتلاف المناهض للذخائر العنقودية)، وهو نفسه من ضحايا انفجار أحد الألغام غير المضادة للأفراد حين كان يبلغ من العمر 12 عاما، أشار إلى أنه يعمل مع ضحايا الذخائر العنقودية في بلده أفغانستان، التي لاحظ فيها الآثار المدمرة لهذه الذخائر مثلها مثل الألغام البرية المضادة للأفراد.

At the opening ceremony, the Conference was addressed by Mr. Micheál Martin, T.D., Minister for Foreign Affairs of Ireland; Mr. Ad Melkert, United Nations Under-Secretary-General and Associate Administrator of the United Nations Development Programme; Dr. Jakob Kellenberger, President of the International Committee of the Red Cross; and Mr. Branislav Kapetanovic, Cluster Munition Coalition.
7 - وخلال الحفل الافتتاحي، ألقى كلمة أمام المؤتمر كل من السيد مايكل مارتن، نائب برلماني ووزير خارجية أيرلندا؛ والسيد آد ملكرت، وكيل الأمين العام للأمم المتحدة والمدير المعاون لبرنامج الأمم المتحدة الإنمائي، والدكتور جاكوب كيلنبرغر، رئيس لجنة الصليب الأحمر الدولية؛ والسيد برانيسلاف كابيتانوفيتش، عن الائتلاف المناهض للذخائر العنقودية.

15. Since the entry into force of the Convention, States, United Nations agencies, the International Committee of the Red Cross (ICRC), civil society, including the Cluster Munition Coalition, survivors and their representative organizations, as well as other relevant stakeholders, have cooperated formally and informally at the national, regional and international levels on a broad range of implementation issues.
١٥ - منذ بدء نفاذ الاتفاقية، تعاونت الدول ووكالات الأمم المتحدة واللجنة الدولية للصليب الأحمر والمجتمع المدني، بما في ذلك الائتلاف المناهض للذخائر العنقودية والناجون من الذخائر العنقودية والمنظمات التي تمثلهم، وكذلك الجهات الأخرى صاحبة المصلحة، فيما بينها بشكل رسمي أو غير رسمي على كل من الصعيد الوطني والإقليمي والدولي، بشأن طائفة واسعة من المسائل المتعلقة بالتنفيذ.

16. The watchdog function performed by the Cluster Munition Coalition, as well as ICRC, the International Federation of Red Cross and Red Crescent Societies and its many national Red Cross and Red Crescent societies, namely monitoring the performance of States so as to allow us to be accountable for the commitments that we have made, is an essential and welcome feature of the unique partnership of this Convention.
16 - ومن السمات الأساسية والسارّة للشراكة الفريدة لهذه الاتفاقية وظيفة المراقبة التي يقوم بها الائتلاف المناهض للذخائر العنقودية واللجنة الدولية للصليب الأحمر. والاتحاد الدولي للصليب الأحمر والهلال الأحمر والعديد من جمعيات الصليب الأحمر والهلال الأحمر الوطنية المرتبطة به، والتي تتمثل على وجه التحديد في رصد أداء الدول على نحو يتيح مساءلتنا تجاه الالتزامات التي قطعناها على أنفسنا.

30. Although the Cluster Munition Coalition did not expect the same results from the Convention on Certain Conventional Weapons as from the practical and action-oriented Convention on Cluster Munitions, the very fact that all States continued to place cluster munitions on the international agenda helped to build the global recognition that those weapons formed a particular category of concern because of their effects on civilians.
30- ورغم أن الائتلاف المناهض للذخائر العنقودية لا يعلق على اتفاقية حظر أو تقييد استعمال أسلحة تقليدية معينة نفس الآمال التي يضعها في اتفاقية الذخائر العنقودية، التي تعد صكاً عملياً يركز على تحقيق النتائج، فإن مجرد كون جميع الدول تُبقي مسألة الذخائر العنقودية على جدول الأعمال الدولي يساهم في الوعي على الصعيد العالمي بأن هذه الأسلحة تثير قلقاً بالغاً بسبب آثارها على السكان المدنيين.

20. At the same plenary meeting, messages were delivered by the United Nations High Representative for Disarmament Affairs, Sergio Duarte, on behalf of the Secretary-General of the United Nations, the Vice-President of ICRC, Christine Beerli, the Spokesperson of the Cluster Munition Coalition, Branislav Kapetanovic, and the Head of the Lebanese Welfare Association for the Handicapped, Randa Assi Berri.
20 - وفي الجلسة العامة نفسها، أُلقيت رسائل من جانب ممثل الأمم المتحدة السامي لشؤون نزع السلاح، سرجيو دوارتي، بالنيابة عن الأمين العام للأمم المتحدة، ونائبة رئيس لجنة للصليب الأحمر الدولية، كريستين بيرلي، والمتحدث الرسمي باسم الائتلاف المناهض للذخائر العنقودية، برانيسلاف كابيتانوفيتش، ورئيسة الجمعية اللبنانية لرعاية المعاقين، رندا عاصي بري.

4. Ms. AWAN (Cluster Munition Coalition) said that her country, Lebanon, had not yet recovered from the effects of the fighting which had taken place on its territory in JulyAugust 2006, and that many years would probably be needed to resolve the problems caused by the spreading of over 1 million cluster munitions over farmland and in villages, homes and public places, not to mention the roads.
4- السيدة عون (الائتلاف المناهض للذخائر العنقودية) قالت إن بلدها لبنان لم يسترد بعد عافيته من آثار المعارك التي وقعت على إقليمه في تموز/يوليه وآب/أغسطس 2006 ومما لا شك فيه أن الأمر سيتطلب سنوات عديدة لتسوية المشاكل الناجمة عن انتشار ما يزيد عن مليون من الذخائر العنقودية على الأراضي الزراعية في القرى والمنازل والأماكن العامة، ناهيك عن الطرق.

36. Mr. Goose (Human Rights Watch), supporting the statement made by Mr. Nash on behalf of the Cluster Munition Coalition, emphasized the ever more marked contrasts between the Convention on Certain Conventional Weapons, with its stalled negotiations on a new protocol on cluster munitions, and the Convention on Cluster Munitions, which was a comprehensive and ambitious instrument.
36- السيد غوس (منظمة رصد حقوق الإنسان) شدد، وهو يعرب عن تأييده للإعلان الذي قدمه السيد ناش باسم الائتلاف المناهض للذخائر العنقودية، على التباينات التي تتفاقم بين اتفاقية حظر أو تقييد استعمال أسلحة تقليدية معينة، التي تتعثر في إطارها المفاوضات بشأن وضع بروتوكول جديد بشأن الذخائر العنقودية، واتفاقية الذخائر العنقودية، التي هي صك شامل وطموح.

(b) The Secretary-General of the United Nations, several United Nations agencies and the civil society organisation Cluster Munitions Coalition all reacted to media reports on the allegation of use by Sudan in South Kordofan in 2012;

May I recall that, to demonstrate its resentment over the inscription of Cambodia's Temple of Preah Vihear on the World Heritage List in July 2008, Thailand attacked Cambodia four times earlier, namely, on 15 July 2008, 15 October 2008, 3 April 2009 and 4-7 February 2011, during which cluster munitions were also used by Thailand, as confirmed by the Cluster Munitions Coalition on 6 April 2011.
وأود أن أشير إلى أن تايلند، إبداءً لامتعاضها من تسجيل معبد برياه فيهير على قائمة التراث العالمي في تموز/يوليه 2008، قامت بمهاجمة كمبوديا أربع مرات قبل ذلك، وقد حدث هذا تحديداً في 15 تموز/يوليه 2008 و 15 تشرين الأول/أكتوبر 2008 و 3 نيسان/أبريل 2009 ومن 4 إلى 7 شباط/فبراير 2011، حيث استخدمت الذخائر العنقودية، وفقاً لما أكده الائتلاف المناهض للذخائر العنقودية في 6 نيسان/أبريل 2011.
