The Container Control Programme contributes to the efforts of 20 Member States to assist in combating illicit drug trafficking and related cross-border organized crime.
ويساهم برنامج مراقبة الحاويات في جهود 20 دولة عضواً للمساعدة في مكافحة الاتجار غير المشروع بالمخدِّرات والجريمة المنظمة عبر الحدود ذات الصلة.

Assistance with regard to the implementation of the national integrated programme of Togo against illicit drug trafficking and organized crime (TGOV01)

The increase is due mainly to the significant expansion of cooperation between the European Union, Nigeria and UNODC and reflects the envisaged partnership between the European Union and UNODC in supporting the implementation of the Economic Community of West African States Regional Action Plan to Address the Growing Problem of illicit drug trafficking, Organized Crime and Drug Abuse in West Africa.

Given the close links between illicit drug trafficking and the activities of transnational organized criminal groups, UNODC assistance is based on the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988 and the United Nations Convention against Transnational Organized Crime.
ونظراً للروابط الوثيقة بين الاتجار غير المشروع بالمخدِّرات وأنشطة الجماعات الإجرامية المنظمة عبر الوطنية، فإن المساعدة التي يقدمها المكتب تستند إلى اتفاقية الأمم المتحدة لمكافحة الاتجار غير المشروع في المخدِّرات والمؤثرات العقلية لعام 1988 واتفاقية الأمم المتحدة لمكافحة الجريمة المنظمة عبر الوطنية.

(h) Particular concern was expressed with regard to the increase in illicit drug trafficking in Central America, which had occurred owing to its geographical location between major producer and consumer countries, and participants underlined the need to find alternative and more efficient strategies to fight that scourge, which generated high levels of violence and undermined the economic and social development of the region;
(ح) أُعرب عن قلق بالغ فيما يتعلق بزيادة الاتجار غير المشروع بالمخدِّرات في أمريكا الوسطى، وذلك بسبب موقعها الجغرافي بين أهم البلدان المنتجة والبلدان المستهلكة، وأكّد المشاركون على ضرورة إيجاد استراتيجيات بديلة وأكثر فعالية لمكافحة هذه الآفة التي تولِّد مستويات مرتفعة من العنف وتقوِّض التنمية الاقتصادية والاجتماعية في المنطقة؛

وذُكرت أمثلة للتعاون الدولي الناجح، منها مبادرة ساحل غرب أفريقيا والتعاون مع الجماعة الاقتصادية لدول غرب أفريقيا (الإيكواس) دعماً لخطة العمل الإقليمية لمواجهة تنامي مشاكل الاتجار غير المشروع بالمخدِّرات والجريمة المنظمة وتعاطي المخدِّرات في غرب أفريقيا للفترة 2008-2011.

In the context of its regional programme for West Africa for the period 2010-2014, UNODC continued to support the Economic Community of West African States and its member States in the implementation of the Regional Action Plan to Address the Growing Problem of illicit drug trafficking, Organized Crime and Drug Abuse in West Africa for the period 2008-2011.
9- وواصل المكتب، في سياق برنامجه الإقليمي لغرب أفريقيا للفترة 2010-2014، دعم الجماعة الاقتصادية لدول غرب أفريقيا (إيكواس) ودولها الأعضاء في تنفيذ خطة العمل الإقليمية لمعالجة مشكلة تنامي الاتجار غير المشروع بالمخدِّرات والجريمة المنظَّمة وتعاطي المخدِّرات في غرب أفريقيا للفترة 2008-2011.

1. Encourages the Economic Community of West African States to pursue the implementation of the Regional Action Plan to Address the Growing Problem of illicit drug trafficking, Organized Crime and Drug Abuse in West Africa, and requests the United Nations Office on Drugs and Crime to further strengthen its efforts to support the Economic Community of West African States through its regional programme for West Africa for the period 2010-2014;
1- تشجِّع الجماعةَ الاقتصادية لدول غرب أفريقيا على مواصلة تنفيذ خطة العمل الإقليمية للتصدِّي لتنامي مشكلة الاتجار غير المشروع بالمخدِّرات والجريمة المنظمة وتعاطي المخدِّرات في غرب أفريقيا، وتطلب إلى مكتب الأمم المتحدة المعني بالمخدِّرات والجريمة أن يواصل تعزيز جهوده الرامية إلى دعم الجماعة الاقتصادية لدول غرب أفريقيا عن طريق برنامجه الإقليمي لغرب أفريقيا للفترة 2010-2014؛

2. Providing effective mutual legal assistance in a timely manner to tackle illicit financial flows in compliance with the 1988 United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances, the 2000 United Nations Convention against Transnational Organized Crime, and the 2003 United Nations Convention against Corruption;
2- فعالية المساعدة القانونية المتبادلة المقدّمة في حينه بغية منع التدفقات المالية غير المشروعة، عملاً باتفاقية الأمم المتحدة لمكافحة الاتجار غير المشروع بالمخدِّرات والمؤثَِّرات العقلية لعام 1988، واتفاقية الأمم المتحدة لمكافحة الجريمة المنظمة عير الوطنية لعام 2000، واتفاقية الأمم المتحدة لمكافحة الفساد لعام 2003؛

The International Narcotics Control Board presented its annual report for 2011 and its report for 2011 on the implementation of article 12 of the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988. The annual report highlighted in a thematic chapter the challenge of addressing the drug problem in marginalized communities and reviewed examples of successful measures to address the problem.
