وقال إن حكومته، التي اضطلعت بدور نشط في هذه العملية، تتطلع إلى دخول الاتفاقية حيِّز النفاذ بسرعة.

Any plan shall be submitted to the Conference of the Parties within four years of the date of entry into force of the Convention for that Party.
وتُعرض أية خطة على مؤتمر الأطراف خلال أربعة أعوام من تاريخ دخول الاتفاقية حيِّز النفاذ بالنسبة لذلك الطرف.

Such consideration and provisional adoption would provide an appropriate format for the register of notifications, which will be required in the period between the entry into force of the Convention and the first meeting of the Conference of the Parties.
ومن شأن النظر في هذه المسألة واعتمادها بشكل مؤقت أن يقدّم استمارة مناسبة لسجل الإخطارات، وهو ما سيكون مطلوباً في الفترة ما بين دخول الاتفاقية حيِّز النفاذ وموعد انعقاد الاجتماع الأول لمؤتمر الأطراف.

3. Each Party shall not allow primary mercury mining that was not being conducted within its territory at the date of entry into force of the Convention for it.
3 - لا يسمح أي طرف بتعدين الزئبق الأوّلي الذي لم يكن يجري على أراضيه في تاريخ دخول الاتفاقية حيِّز النفاذ بالنسبة له.

1. The Conference of the Parties shall evaluate the effectiveness of this Convention, beginning [three][four][eight] years after the date of entry into force of the Convention and periodically thereafter at intervals to be decided by it.
1 - على مؤتمر الأطراف أن يقيِّم مدى فعالية هذه الاتفاقية، ابتداءً من [ثلاث] [أربع] [ثمان] سنوات بعد موعد دخول الاتفاقية حيِّز النفاذ وبشكل دوري بعد ذلك على فترات يقررها مؤتمر الأطراف.

4. Three reporting cycles have been completed since the entry into force of the Convention. The first and third reporting cycles alternated reporting by African countries with that of other regions.
4- وقد اختُتمت منذ دخول الاتفاقية حيِّز النفاذ ثلاث دورات إبلاغ، وأُنجِزت دورتا الإبلاغ الأولى والثالثة على أساس تناوب في الإبلاغ بين البلدان الأفريقية وبلدان المناطق الأخرى.

1. The Conference of the Parties shall evaluate the effectiveness of this Convention, beginning no later than six years after the date of entry into force of the Convention and periodically thereafter at intervals to be decided by it.
1 - على مؤتمر الأطراف أن يقيِّم مدى فعالية هذه الاتفاقية، ابتداءً من فترة لا تزيد عن ست سنوات بعد تاريخ دخول الاتفاقية حيِّز النفاذ وبشكل دوري بعد ذلك على فترات يقررها مؤتمر الأطراف.

Recognizing the extraordinary character of the situation posed by Syrian chemical weapons and determined to ensure that the activities necessary for the destruction of the Syrian chemical weapons programme start immediately pending the formal entry into force of the Convention with respect to the Syrian Arab Republic, and are conducted in the most rapid and safe manner;
وإذ يدرك الطابع الاستثنائي للحالة التي تشكِّلها الأسلحة الكيميائية السورية، وإذ هو عاقدٌ العزم على التكفل بأن تبدأ فوراً الأعمال الضرورية لتدمير برنامج الأسلحة الكيميائية السورية ريثما تدخل الاتفاقية حيِّز النفاذ رسمياً بالنسبة إلى الجمهورية العربية السورية، وأن تُجرى بأسرع الطرق وأكثرها سلامةً،

4. Each Party shall only allow primary mercury mining that was being conducted within its territory at the date of entry into force of the Convention for it for a period of up to fifteen years after that date.
4 - لا يسمح أي طرف إلاّ بتعدين الزئبق الأوّلي الذي كان يجري على أراضيه في تاريخ دخول الاتفاقية حيِّز النفاذ بالنسبة له لفترة تصل إلى خمسة عشر عاماً بعد ذلك التاريخ.

7. Each Party shall establish, as soon as practicable and no later than five years after the date of entry into force of the Convention for it, and maintain thereafter, an inventory of emissions from relevant sources.
7 - يضع كل طرف، في أقرب وقت من الناحية العملية وفي موعد لا يتجاوز خمسة أعوام بعد تاريخ دخول الاتفاقية حيِّز النفاذ بالنسبة له، قائمة جرد للانبعاثات من المصادر ذات الصلة، ويحتفظ بها بعد ذاك.

6. Each Party shall establish, as soon as practicable and no later than five years after the date of entry into force of the Convention for it, and maintain thereafter, an inventory of releases from relevant sources.
6 - يضع كل طرف قائمة جرد للإطلاقات من المصادر ذات الصلة، وذلك في غضون خمسة أعوام بعد تاريخ دخول الاتفاقية حيِّز النفاذ بالنسبة له، وأن يحتفظ بها بعد ذلك.

1 - يقيِّم مؤتمر الأطراف مدى فعالية هذه الاتفاقية، ابتداءً من فترة لا تزيد عن ستة أعوام بعد تاريخ دخول الاتفاقية حيِّز النفاذ وبشكل دوري بعد ذلك على فترات يقررها مؤتمر الأطراف.

6. Each Party shall discourage the manufacture and the distribution in commerce of mercuryadded products not covered by any known use of mercury-added products prior to the date of entry into force of the Convention for it, unless an assessment of the risks and benefits of the product demonstrates environmental or human health benefits.
6 - يثني كل طرف عن التصنيع أو التوزيع التجاري لمنتجات مضاف إليها الزئبق غير مشمولة بأي استعمال معروف للمنتجات المضاف إليها الزئبق قبل تاريخ دخول هذه الاتفاقية حيِّز النفاذ بالنسبة لذلك الطرف، إلاّ إذا أظهر تقييم لمخاطر وفوائد هذا المـُنتَج أن له فوائد تعود على البيئة أو صحة الإنسان.
