Welcoming the convening of the Conference of High Contracting Parties to the Fourth Geneva Convention on measures to enforce the Convention in the Occupied Palestinian Territory, including Jerusalem, at Geneva on 15 July 1999,
وإذ ترحب بعقد مؤتمر الأطراف المتعاقدة السامية في اتفاقية جنيف الرابعة بشأن تدابير إنفاذ الاتفاقية في الأرض الفلسطينية المحتلة، بما فيها القدس، في جنيف في 15 تموز/يوليه 1999،

The Palestinian side would make every effort to implement that resolution, including working with the Swiss Government towards reconvening a Conference of High Contracting Parties to the Fourth Geneva Convention to consider measures to enforce the Convention in the Occupied Palestinian Territory, including East Jerusalem.

The Committee frequently stressed to both Member States and its partners the need to convene a meeting of the High Contracting Parties to the Fourth Geneva Convention, with a view to determining practical collective measures needed to enforce the Convention in the Occupied Palestinian Territory.

Palestine has also called on Switzerland, Depositary of the Geneva Conventions, to convene a conference of High Contracting Parties to the Fourth Geneva Convention to consider measures to enforce the Convention in the Occupied Palestinian Territory, including East Jerusalem, inter alia, to ensure protection for the Palestinian people.

4. The Committee had noted the convening, on 15 July 1999, of the Conference of the High Contracting Parties to the Fourth Geneva Convention on Measures to Enforce the Convention in the Occupied Palestinian Territory, including Jerusalem, and the statement adopted at its conclusion.

Noting the convening, on 15 July 1999, for the first time, of the Conference of High Contracting Parties to the Fourth Geneva Convention on measures to enforce the Convention in the Occupied Palestinian Territory, including Jerusalem, at the United Nations Office at Geneva, and welcoming the statement adopted by the participating high contracting parties,

15. The resolution reiterated the recommendation that the Government of Switzerland, in its capacity as depositary of the Geneva Convention relative to the Protection of Civilian Persons in Time of War should reconvene as soon as possible a Conference of High Contracting Parties to the Fourth Geneva Convention on measures to enforce the Convention in the Occupied Palestinian Territory.
15 - وقد كرر القرار توصيته لحكومة سويسرا، بصفتها الحكومة الوديعة لاتفاقية جنيف المتعلقة بحماية المدنيين وقت الحرب، بأن تعقد من جديد في أقرب وقت ممكن مؤتمراً للأطراف المتعاقدة السامية في اتفاقية جنيف الرابعة بشأن تدابير إنفاذ الاتفاقية في الأرض الفلسطينية المحتلة.

10. Recommends that the High Contracting Parties to the Geneva Convention relative to the Protection of Civilian Persons in Time of War convene a conference on measures to enforce the Convention in the Occupied Palestinian Territory, including Jerusalem, and to ensure its respect, in accordance with common article 1, and requests the Secretary-General to present a report on the matter within three months;
10 - توصي الأطراف المتعاقدة السامية في اتفاقية جنيف المتعلقة بحماية المدنيين وقت الحرب بأن تعقد مؤتمرا بشأن تدابير إنفاذ الاتفاقية في الأرض الفلسطينية المحتلة، بما فيها القدس، وضمان احترامها، وفقا لأحكام المادة 1 المشتركة، وتطلب إلى الأمين العام أن يقدم تقريرا بشأن المسألة في غضون ثلاثة أشهر؛

27. In paragraph 1971 (c) of its report, the Mission recommended that the General Assembly should ask the Government of Switzerland to convene a conference of the high contracting parties to the Geneva Convention relative to the Protection of Civilian Persons in Time of War on measures to enforce the Convention in the occupied Palestinian territory and to ensure its respect in accordance with its article 1.
27- وأوصت البعثة، في الفقرة 1971(ج) من تقريرها، بأن تطلب الجمعية العامة من حكومة سويسرا عقد مؤتمر للأطراف المتعاقدة السامية في `اتفاقية جنيف الرابعة المتعلقة بحماية المدنيين وقت الحرب` بشأن اتخاذ تدابير لتعزيز الاتفاقية في الأرض الفلسطينية المحتلة ولضمان احترام هذه الاتفاقية وفقاً للمادة 1 منها.

30. Mr. Khalil (Observer for Egypt), referring to the draft programme of work, said that, in paragraph 18, greater emphasis should be placed on the need for the High Contracting Parties to the Fourth Geneva Convention to convene a conference to determine practical collective measures needed to enforce the Convention in the Occupied Palestinian Territory.
30 - السيد خليل (المراقب عن مصر): قال، مشيراً إلى مشروع برنامج العمل، إنه ينبغي زيادة التركيز في الفقرة 18 على ضرورة قيام الأطراف السامية المتعاقدة في اتفاقية جنيف الرابعة بعقد مؤتمر لتحديد التدابير العملية الجماعية اللازمة لإنفاذ الاتفاقية في الأرض الفلسطينية المحتلة.

In this regard, the Committee appeals to all the High Contracting Parties to the Fourth Geneva Convention to fulfil their obligations in accordance with common article 1, which obliges them to respect and to ensure respect for the Convention in all circumstances, by convening a conference of the High Contracting Parties to determine measures to enforce the Convention in the Occupied Palestinian Territory, including East Jerusalem.
وفي هذا الصدد، تناشد اللجنة الأطراف المتعاقدة السامية في اتفاقية جنيف الرابعة أن تفي بالتزاماتها وفقا للمادة المشتركة 1 التي تلزم الأطراف باحترام الاتفاقية وكفالة احترامها في جميع الظروف، وذلك بأن تعقد مؤتمرا للأطراف المتعاقدة السامية بهدف تحديد التدابير اللازم اتخاذها لإنفاذ الاتفاقية في الأرض الفلسطينية المحتلة، بما فيها القدس الشرقية.

It further recommends to the Government of Switzerland, in its capacity as depositary of the Fourth Geneva Convention, to undertake the necessary steps as soon as possible to reconvene a Conference of High Contracting Parties to the Fourth Geneva Convention on measures to enforce the Convention in the occupied Palestinian territory, including East Jerusalem, and to ensure its respect in accordance with common article 1.
كما يوصي مشروع القرار حكومة سويسرا، بصفتها الحكومة الوديعة لاتفاقية جنيف الرابعة، بأن تتخذ الخطوات اللازمة في أقرب وقت ممكن لإعادة انعقاد مؤتمر الأطراف المتعاقدة السامية في اتفاقية جنيف الرابعة بشأن تدابير إنفاذ الاتفاقية في الأرض الفلسطينية المحتلة، بما فيها القدس الشرقية، وكفالة احترامها وفقا للمادة 1 المشتركة.

(c) The Mission recommends that the General Assembly should ask the Government of Switzerland to convene a conference of the high contracting parties to the Fourth Geneva Convention of 1949 on measures to enforce the Convention in the Occupied Palestinian Territory and to ensure its respect in accordance with its article 1;
(ج) توصي البعثة بأن تطلب الجمعية العامة من حكومة سويسرا عقد مؤتمر للأطراف المتعاقدة السامية في اتفاقية جنيف الرابعة لعام 1949 بشأن اتخاذ تدابير لتعزيز الاتفاقية في الأرض الفلسطينية المحتلة ولضمان احترام هذه الاتفاقية وفقاً للمادة 1 منها؛
