Implementation of the Regional Agreement is coordinated by the South Asia Cooperative Environment Programme and the United Nations Environment Programme (UNEP), in collaboration with national Governments.

The Protocol, which was adopted in 1999, and entered into force on 13 August 13 2010, is the only Regional Agreement of its kind to address the prevention, reduction and control of marine pollution from land-based activities.
