45. In connection with the current electoral process leading to general elections in November 1999, MINUGUA is verifying the observance of political rights in accordance with its mandate on the Comprehensive Agreement on Human Rights.

A. United Nations Mission for the Verification of Human Rights and of Compliance with the Commitments of the Comprehensive Agreement on Human Rights in Guatemala

the Comprehensive Agreement on Human Rights had provided a framework for commitments by URNG and the Government.
٤٢ - وأضاف قائلا إن الاتفاق الشامل المتعلق بحقوق اﻹنسان قد وفر إطارا للالتزامات التي تعهد بها كل من الاتحاد الثوري الوطني الغواتيمالي والحكومة.

It should, however, be borne in mind that the Comprehensive Agreement on Human Rights contains a commitment “to compensate and/or assist victims of human rights violations” (VIII.1.).

MINUGUA became operational at the end of 1994, in response to what had been agreed upon between the Government and the Unidad Revolucionaria Nacional Guatemalteca (URNG) in the Comprehensive Agreement on Human Rights signed in March of that year.
بدأ تشغيل بعثة اﻷمم المتحدة للتحقق في غواتيمالا في نهاية عام ٤٩٩١، استجابة لما سبق الاتفاق عليه بين الحكومة والاتحاد الثوري الوطني الغواتيمالي في الاتفاق الشامل المتعلق بحقوق اﻹنسان الموقﱠع في آذار/ مارس مــــن تلك السنة.

Among the Agreements, the Mission verifies compliance with the Comprehensive Agreement on Human Rights, signed on 29 March 1994 (A/48/928-S/1994/448, annex I) and with the human rights aspects of the Agreement on Identity and Rights of Indigenous Peoples, signed on 31 March 1995 (A/49/882-S/1995/256, annex).

As for MINUGUA, by 30 September 1995, the date of its third report, it had verified 1,282 cases, of which 46 per cent were found to involve a violation of the rights protected in the Comprehensive Agreement on Human Rights and slightly over 50 per cent were the subject of further verification.
أما فيما يتعلق ببعثة اﻷمم المتحدة للتحقق من حالة حقوق اﻹنسان في غواتيمالا فقد تحققت، بحلول ٠٣ أيلول/سبتمبر ٥٩٩١ وهو تاريخ تقديم تقريرها الثالث، من ٢٨٢ ١ حالة وُجد أن ٦٤ في المائة منها تنطوي على انتهاك للحقوق المحمية في الاتفاق الشامل المتعلق بحقوق اﻹنسان وكان أكثر من ٠٥ في المائة منها بقليل موضوع مزيد من التحقق.

(f) Call upon the parties to comply fully with their commitments under the Comprehensive Agreement on Human Rights in Guatemala and under the Agreement on Identity and Rights of Indigenous Peoples and to implement the corresponding recommendations of the United Nations Mission for the Verification of Human Rights and of Compliance with the Commitments of the Comprehensive Agreement on Human Rights in Guatemala;
