54. The Committee calls upon the State party to ensure that targeted social assistance depending on family income is guaranteed to all disadvantaged and marginalized persons and families, and that such assistance does not fall below the subsistence level.
54- وتطلب اللجنة إلى الدولة الطرف ضمان حصول جميع الأشخاص المحرومين والمهمّشين وأسرهم على المساعدات الاجتماعية الهادفة حسب دخل الأسرة، وأن لا تكون هذه المساعدات دون مستوى الكفاف.

(b) Noncontributory schemes such as universal schemes (which provide the relevant benefit in principle to everyone who experiences a particular risk or contingency) or targeted social assistance schemes (where benefits are received by those in a situation of need).
(ب) المخططات غير القائمة على الاشتراكات، كالمخططات الشاملة (التي توفر مبدئياً الاستحقاقات ذات الصلة لكل شخص يواجه خطراً معيناً أو حالة طارئة معينة) أو مخططات الإعانة الاجتماعية الهادفة (وهي مخططات تدفع فيها الاستحقاقات لذوي الحاجة).

Moreover, as an effect related to the foregoing, we note that " targeted social policy " has been a functional instrument for creating and capturing organizations, making them dependent on State largesse and converting them into noncritical groups acquiescing in antidemocratic practices.
