General Assembly resolution 40/34 entitled " Declaration of Basic Principles of Justice for Victims of Crime and Abuse of Power " , embraced certain guiding principles in that area.
وقرار الجمعية العامة ٤٠/٣٤ المعنون " اعلان مبادئ العدل اﻷساسية المتعلقة بضحايا الاجرام والتعسف في استعمال السلطة " يتضمن بعض المبادئ اﻷساسية التوجيهية في هذا الميدان.

Considering that the adoption of the Declaration of Basic Principles of Justice for Victims of Crime and Abuse of Power is an important landmark in international efforts to improve the treatment of victims,
وإذ يعتبر اعتماد اعلان مبادئ العدل اﻷساسية المتعلقة بضحايا الاجرام والتعسف في استعمال السلطة نقطة تحول هامة في الجهود الدولية الرامية إلى تحسين معاملة الضحايا،

Moreover, the Council invited the Secretary-General to seek the views of Member States on the plan of action for the implementation of the Declaration of Basic Principles of Justice for Victims of Crime and Abuse of Power, annexed to that resolution.
ودعا المجلس اﻷمين العام كذلك الى التماس آراء الدول اﻷعضاء بشأن خطة العمل المتعلقة بتنفيذ اعلان المبادئ اﻷساسية لضحايا الاجرام والتعسف في استعمال السلطة ، المرفق بهذا القرار .

The terms used in the Basic Principles of Justice for Victims of Crime and Abuse of Power (see resolution 40/34, annex)—victim “restitution”, “compensation” and “assistance”—would be much more appropriate in this context.
ومن شأن المصطلحات المستخدمة في مبادئ العدل اﻷساسية المتعلقة بضحايا الاجرام والتعسف في استعمال السلطة ، وهي " رد الحق " و " التعويض " و " المساعدة " للضحايا ، أن تكون أكثر ملاءمة في هذا السياق .

A landmark for this new development was the adoption by the General Assembly in 1985 of the Declaration of Basic Principles of Justice for Victims of Crime and Abuse of Power (General Assembly resolution 40/34, annex).
ومن معالم هذه التطورات الجديدة اعتماد الجمعية العامة في سنة ٥٨٩١ اعلان مبادئ العدل اﻷساسية المتعلقة بضحايا الاجرام والتعسف في استعمال السلطة )قرار الجمعية العامة ٠٤/٤٣، المرفق(.

Several participants welcomed the plan of action for the implementation of the Declaration of Basic Principles of Justice for Victims of Crime and Abuse of Power and the establishment of a coordination panel for technical advice and assistance on victim issues.
٣٧ - ورحب عدة مشاركين بخطة العمل المتعلقة بتنفيذ اعلان المبادىء اﻷساسية للعدالة لضحايا الاجرام والتعسف في استعمال السلطة وبانشاء الفريق التنسيقي المعني بالمشورة والمساعدة التقنية بشأن مسائل الضحايا .

A number of participants emphasized the importance that the Commission keep the issue of victims of Crime and Abuse of Power high on its agenda.
٥٧ - وشدد عدد من المشاركين على أهمية أن تُبقي اللجنة مسألة ضحايا الاجرام والتعسف في استعمال السلطة في صدارة جدول أعمالها .

وإذ ينوه مع التقدير بمداولات وأعمال اجتماع فريق الخبراء المعني بضحايا الاجرام والتعسف في استعمال السلطة في الاطار الدولي، المعقود في فيينا في الفترة من ٨١ إلى ٢٢ كانون اﻷول/ديسمبر ٥٩٩١، وبالتوصيات الصادرة عن ذلك الاجتماع)٨٩(،

43. In accordance with the Declaration of Basic Principles of Justice for Victims of Crime and Abuse of Power,General Assembly resolution 40/34, annex. States should undertake to ensure that child victims and witnesses are provided with appropriate access to justice and fair treatment, restitution, compensation and social assistance.
٣٤ - وفقا لاعلان المبادئ اﻷساسية لتوفير العدالة لضحايا الاجرام والتعسف في استعمال السلطة)١٦٣(، ينبغي للدول أن تعمل على أن تتوفر للضحايا والشهود اﻷطفال فرصة مناسبة ليحظوا بالعدل والمعاملة المنصفة ورد الحقوق والتعويض والمساعدة الاجتماعية.

Taking also into account the recommendations of the Expert Group Meeting on Victims of Crime and Abuse of Power in the International Setting, held at Vienna from 18 to 22 December 1995,E/CN.15/1996/16/Add.5.
وإذ يأخذ في اعتباره أيضا التوصيات الصادرة اجتماع فريق الخبراء المعني بضحايا الاجرام والتعسف في استعمال السلطة في الاطار الدولي، الذي انعقد في فيينا في الفترة من ٨١ إلى ٢٢ كانون اﻷول/ ديسمبر ٥٩٩١)١٦٥(،

In its resolution 1998/21, section III, the Economic and Social Council welcomed the guide for policy makers on the implementation of the Declaration of Basic Principles of Justice for Victims of Crime and Abuse of Power and the handbook on justice for victims concerning the use and application of the Declaration.
وفي قراره ٨٩٩١/١٢ ، الفرع ثالثا ، رحب المجلس الاقتصادي والاجتماعي بالدليل الارشادي لمقرري السياسات بشأن تنفيذ اعلان مبادئ العدل اﻷساسية لضحايا الاجرام والتعسف في استعمال السلطة ، والكتيب الخاص باقامة العدل للضحايا فيما يتعلق باستخدام وتطبيق الاعلان .

Measures should be adopted to protect the identity of victims and their families throughout the various stages of criminal proceedings and to provide victims with psychological support, as recommended in the Declaration of Basic Principles of Justice for Victims of Crime and Abuse of Power (General Assembly resolution 40/34, annex, of 29 November 1985).
ودعوا الى اعتماد تدابير لحماية هوية الضحايا وأسرهم في جميع المراحل المختلفة للاجراءات الجنائية وتقديم الدعم النفساني للضحايا وفقا لما أوصى به اعلان مبادىء العدل اﻷساسية المتعلقة بضحايا الاجرام والتعسف في استعمال السلطة )مرفق قرار الجمعية العامة ٠٤/٤٣ ، المؤرخ ٩٢ تشرين الثاني/ نوفمبر ٥٨٩١( .
