1. In general, we concur with the Committee's conclusions regarding communications No. 1914, 1915 and 1916/2009, Musaev v. Uzbekistan. However, we wish to place on record our disagreement regarding the scope of military jurisdiction within the framework of the International Covenant on Civil and Political Rights.
1- نتفق بوجه عام مع استنتاجات اللجنة بخصوص البلاغات أرقام 1914 و1915 و1916/2009، موسايف ضد أوزبكستان، إلا أننا نرغب في تسجيل اختلاف رأينا بشأن نطاق الاختصاص العسكري في إطار العهد الدولي الخاص بالحقوق المدنية والسياسية.

64. The legal reform abolishing military jurisdiction over offences under the ordinary law and related offences committed by army personnel is a significant step forward, closely connected to the fulfilment of the third paragraph of this commitment and to the Mission's recommendations, and will contribute to the autonomy and freedom of action of human rights organizations.
