19- ولاحظ تقرير لبرنامج الأمم المتحدة الإنمائي صادر عام 2006 أنه بالرغم من أن الجزائر قد أدرجت في قانون العقوبات لديها حكماً ينص صراحةً على أن ممارسة التعذيب هو عمل خارج عن القانون، فإنها لم تتخذ أي إجراء في بعض الحالات لإنفاذ هذا الحظر، كما أنها لم تحقق في الادعاءات المتعلقة بممارسة التعذيب(42).

Ireland expressed concern at allegations of torture and ill-treatment being routinely practiced and. recommended that Nigeria (c) fully implement the United Nations Convention against Torture, including by introducing national legislation prohibiting torture, and to ensure that ill-treatment in custody is not used as a substitute for proper criminal investigation of suspects.
