The Council further decided the High-level Committee of Ministers and Officials should meet before the next special session of the Governing Council, in order to consider the outcome of the special session of the General Assembly for the purpose of an overall review and appraisal of the implementation of Agenda 21, to be held from 23 to 27 June 1997.

The forthcoming special session should therefore be an occasion for a frank discussion of the obstacles to implementation, of the failure of the international community to effectively assist developing countries in eradicating poverty, and of how we are to get back on track.
وهكذا فإنه ينبغي أن تكون الدورة الاستثنائية القادمة فرصة لمناقشة صريحة للعقبات التي تعوق التنفيذ، ولتخلف المجتمع الدولي عن مساعدة البلدان النامية بصورة فعالة في القضاء على الفقر، وللكيفية التي يمكن أن نعود بها للسير على المسار الصحيح.

In conclusion, my delegation expresses its hope that the current session and the forthcoming special session will be seized as opportunities to seek more effective and practical initiatives for implementing the Programme of Action adopted at the Summit.
وختاما، يعرب وفد بــلادي عن أملــه فـي أن نغتنم الفرص التي تتيحها الدورة الحالية والدورة الاستثنائية القادمة ونسعى إلى اتخاذ مبادرات عملية وأكثر فعالية لتنفيذ برنامج العمل المعتمد في قمة كوبنهاغن.
