82- وأعرب بعض الوفود عن رأي مفاده أنَّ المدار الثابت بالنسبة للأرض هو جزء من الفضاء الخارجي، أي أنه لا يخضع للتملُّك الوطني بدعوى السيادة أو بواسطة الاستخدام أو الاحتلال أو أي وسيلة أخرى، بما فيها وسيلة الاستخدام أو تكرر الاستخدام، وأنَّ استغلاله يخضع لأحكام معاهدة الفضاء الخارجي ومعاهدات الاتحاد الدولي للاتصالات.

70- وأعرب بعض الوفود عن رأي مفاده أنَّ المدار الثابت بالنسبة للأرض هو جزء من الفضاء الخارجي، وأنه لا يخضع للتملُّك الوطني بدعوى السيادة أو عن طريق الاستخدام أو الاحتلال أو أيِّ وسيلة أخرى، بما فيها الاستخدام المتكرّر، وأنَّ استخدامه يخضع لأحكام معاهدة الفضاء الخارجي ومعاهدات الاتحاد الدولي للاتصالات.

The right to restitution or compensation extends to all displaced persons -- including men, women and children -- who have lost ownership, tenancy rights or other access entitlements to their housing, land and property, whether they have formal or informal titles or rights on the basis of mere uncontested use or occupation (e.g. people arbitrarily displaced from informal settlements).
