4- ويجوز للوائح الاشتراء أو غيرها من اللوائح المنطبقة أن تثني عن استهلال إجراءات موازية وأن ترسي تسلسلاً واضحاً للطلبات المقدمة إلى أجهزة المراجعة الإدارية والقضائية الموجودة في الدولة المشترعة.
