Indeed, the 1993 Vienna Conference, in its Declaration and Programme of Action adopted by consensus, had encouraged Member States to consider respect for human rights as a priority, like development and democracy since those three goals were intrinsically linked.

Many innovative ideas and proposals were put forward at the World Summit for Social Development in Copenhagen, but the most important one to mention here was that more human and financial resources needed to be earmarked for international technical and economic cooperation, so that substance can be given to the human rights aspects of the Declaration and Programme of Action.
٣١٢- لقد سيقت في مؤتمر القمة العالمي للتنمية الاجتماعية أفكار ومقترحات مبتكرة عديدة، ولكن أهم ما يذكر منها هنا هو ما قيل بشأن ضرورة تخصيص موارد بشرية ومالية اضافية للتعاون التقني والاقتصادي الدولي بهدف تنفيذ كل ما ورد في الاعلان وبرنامج العمل من أوجه تتعلق بحقوق اﻹنسان.
