وتذكِّر اللجنة بأن ممارسة الحق في حرية التعبير تنطوي على واجبات ومسؤوليات خاصة، ولا سيما الالتزام بعدم نشر أفكار عنصرية، وتوصي بأن تتخذ الدولة الطرف إجراءً حازماً للتصدي لأي اتِّجاه لاستهداف الناس أو وصمهم أو تنميطهم أو تصنيفهم على أساس العرق أو اللون أو النسب أو الأصل القومي أو الإثني، ولا سيما من جانب السياسيين.
