54. Declaring gross and massive violations of human rights ordered or sanctioned by a Government to be international crimes could to some extent help to prevent gross and massive violations of human rights by acting as a warning to Governments and public officials.
٤٥- إن اعتبار الانتهاكات الجسيمة والواسعة النطاق لحقوق اﻹنسان التي تأمر أو تأذن بها حكومة من الحكومات من قبيل الجرائم الدولية يمكن أن يساعد إلى حد ما في منع ارتكاب هذه الانتهاكات حيث أن ذلك يمكن أن يكون بمثابة تحذير للحكومات وللموظفين العموميين.

65. Although a declaration to the effect that gross and massive violations of human rights perpetrated on the orders of Governments or sanctioned by them are international crimes would not solve these problems, it could facilitate their solution.
٥٦- وعلى الرغم من إصدار إعلان مفاده أن الانتهاكات الجسيمة والواسعة النطاق لحقوق اﻹنسان التي ترتكب بناء على أوامر من حكومات أو بإذنها تشكل جرائم دولية لن يؤدي إلى حل هذه المشاكل، فإنه يمكن أن يسهل حلها.
