10.1 The main objective of the programme implemented by the United Nations Conference on Trade and Development (UNCTAD) and the International Trade Centre UNCTAD/WTO (ITC) is to assist developing countries, especially least developed countries, and countries with economies in transition to integrate beneficially into the global economy.

It will also continue to support the countries covered by the subprogramme in their efforts to benefit from their respective United Nations statuses and to integrate beneficially into the global economy, reduce poverty and, with regard to the least developed countries, make progress towards meeting graduation criteria.

In this regard, the PoA serves as " a framework for a strong global partnership to accelerate sustained economic growth and sustainable development in LDCs, to end marginalization by eradicating poverty, inequality and deprivation in these countries, and to enable them to integrate beneficially into the global economy " (para. 4).
