Mexico has emphasized the need to negotiate a legally binding instrument on security assurances of non-use or non-threat of use of nuclear weapons against non-nuclear-weapon States, as well as the urgent need for the nuclear-weapon States to give a legal undertaking not to be the first to use nuclear weapons.

For the time being, the most rational and feasible confidence-building measures that could be undertaken by nuclear-weapon States would be to refrain from being the first to use nuclear weapons or from using or threatening to use them against non-nuclear-weapon States or in nuclear-weapon-free zones.
57 - ومضى قائلا إن أكثر تدابير بناء الثقة معقولية وقابلية للتطبيق التي يمكن أن تقوم بها الدول الحائزة للأسلحة النووية في الوقت الراهن هي الإحجام عن أن تكون البادئة باستخدام الأسلحة النووية وعن استخدام تلك الأسلحة أو التهديد باستخدامها ضد الدول غير الحائزة للأسلحة النووية أو في المناطق الخالية من الأسلحة النووية.

12. All nuclear-weapon States should undertake not to be the first to use nuclear weapons and not to use or threaten to use nuclear weapons against non-nuclear-weapon States or nuclearweapon-free zones at any time or under any circumstances and should conclude international legal instruments for that purpose.
12- وينبغي لجميع الدول الحائزة للأسلحة النووية أن تتعهد بألا تكون هي البادئة باستخدام الأسلحة النووية وألا تستخدم هذه الأسلحة أو تهدد باستخدامها، في أي وقت من الأوقات وأياً كانت الظروف، ضد الدول غير الحائزة للأسلحة النووية أو ضد المناطق الخالية من هذه الأسلحة، وبأن تقوم على هذا الأساس بإبرام صكوك قانونية دولية في هذا الشأن.

Fourthly, one major nuclear-weapon State, which formerly adhered to the principle of the non-first use of nuclear weapons, has now disavowed this principle and has adopted the posture of first use of nuclear weapons.
