١٤ - وفي الجلسة ذاتها، قرأ الرئيس تنقيحا لمشروع القرار أضيفت به عبارة " دون تحويل للموارد من البرامج واﻷنشطة اﻹنمائية التي تضطلع بها اﻷمم المتحدة " إلى نهاية الفقرة ٦ من المنطوق.

(c) Furthering the understanding and development of methodologies to enhance the incorporation of human rights aspects in United Nations programmes and activities for development;

1. Requests the Secretary-General to take all necessary steps, without delay, to follow up Commission on Human Rights resolution 1998/83 and Economic and Social Council decision 1998/275, in particular in the preparation of the proposed programme budget for the biennium 2000–2001, without diverting resources from United Nations development programmes and activities;
١ - تطلب إلى اﻷمين العام أن يتخذ جميع الخطوات اللازمة، بدون تأخير، لمتابعة قرار لجنة حقوق اﻹنسان ١٩٩٨/٨٣ ومقرر المجلس الاقتصادي والاجتماعي ١٩٩٨/٢٧٥ ولا سيما في إعداد الميزانية البرنامجية المقترحة لفترة السنتين ٢٠٠٠-٢٠٠١، دون تحويل موارد من البرامج واﻷنشطة اﻹنمائية التي تضطلع بها اﻷمم المتحدة؛

(a) The phrase “without diverting resources from United Nations development programmes and activities” was added at the end of operative paragraph 1;
)أ( أضيفت في نهاية الفقرة ١ من منطوق القرار العبارة " بدون تحويل موارد من البرامج واﻷنشطة اﻹنمائية التي تضطلع بها اﻷمم المتحدة " ؛

" Noting that the international financial and trade institutions also conduct development programmes and activities, often in the same countries and intended to serve the same people as those carried out by the Council's subsidiary bodies,

Mr. KUEHL (United States of America) clarified that paragraph 6 had been orally revised to insert the words: " without diverting resources from development programmes and activities of the United Nations " at the end of the paragraph.

(c) In the same paragraph, after the words " Programme of Action " the words " without diverting resources from development programmes and activities of the United Nations " were added;
)ج( في الفقرة ذاتها، بعد عبارة " إعلان وبرنامج عمل فيينا " ، اضيفت العبارة التالية: " دون تحويل موارد من البرامج واﻷنشطة اﻹنمائية لﻷمم المتحدة؛

In order to make it clear that the strengthening of the Centre should not be carried out at the expense of United Nations development programmes and activities, the phrase " without diverting resources from development programmes and activities of the United Nations " had been added at the end of paragraph 6 of the draft resolution.
وتأكيدا لمسألة أن تعزيز المركز لا يكون على حساب الموارد المخصصة والبرامج واﻷنشطة الانمائية لﻷمم المتحدة، فلقد أضيفت في آخر الفقرة ٦ الجملة التالية " دون تحويل موارد من البرامج واﻷنشطة اﻹنمائية التي تضطلع بها اﻷمم المتحدة " .

6. Requests the Secretary-General and Member States to ensure that appropriate additional resources from within the existing and future regular budgets of the United Nations are accorded to the Centre to enable it to carry out, in full and on time, the mandates contained in the Vienna Declaration and Programme of Action without diverting resources from development programmes and activities of the United Nations;
٦- تطلب إلى اﻷمين العام وإلى الدول اﻷعضاء ضمان منح موارد إضافية ملائمة إلى المركز، في حدود الميزانية العادية لﻷمم المتحدة الحالية والمقبلة، كي يتسنى له الاضطلاع، بالكامل وفي حينه، بجميع الولايات الواردة في إعلان وبرنامج عمل فيينا، دون تحويل موارد من البرامج واﻷنشطة اﻹنمائية التي تضطلع بها اﻷمم المتحدة؛

In this regard, the Council reiterates the request of the General Assembly to the Secretary-General, as contained in Assembly resolution 48/141, to provide appropriate staff and resources from within the existing and future regular budgets of the United Nations, to enable the High Commissioner to fulfil her mandate, without diverting resources from the development programmes and activities of the United Nations.

(c) Also calls upon the Secretary-General to seek, in the next biennium, the resources within the United Nations regular budget necessary to give the human rights treaty bodies adequate administrative support and better access to technical expertise and relevant information without diverting resources from the development programmes and activities of the United Nations;
)ج( تدعو اﻷمين العام أيضا إلى أن يطلب، في فترة السنتين المقبلة، الموارد اللازمة في إطار الميزانية العادية لﻷمم المتحدة لتزويد الهيئات المنشأة بمعاهدات حقوق اﻹنسان بالدعم اﻹداري الملائم وبإمكانية أفضل للحصول على الخبرة التقنية والمعلومات ذات الصلة بدون تحويل الموارد من البرامج واﻷنشطة اﻹنمائية لﻷمم المتحدة؛

" ٦ - تطلب الى اﻷمين العام والى الدول اﻷعضاء أن يكفلوا منح موارد اضافية من الميزانية العادية الحالية لﻷمم المتحدة وميزانياتها العادية المقبلة لمركز حقوق اﻹنسان، كي يتسنى له الاضطلاع بالكامل وفي حينه بالولايات الواردة في اعلان وبرنامج عمل فيينا، بدون تحويل موارد من البرامج واﻷنشطة اﻹنمائية لﻷمم المتحدة " .

80. Mr. March (Australia) said that, while the operational activities for development were the “can-do” mechanism of the United Nations development process, to which Australia and many other countries, including several developing countries, made annual contributions, it was nevertheless necessary to consider the effectiveness of the activities and expenditures to date and apply the insights gained to future development programmes and activities.
