The 1997 Amsterdam Treaty established citizenship in the EU, which embraced the following rights: freedom of movement and residence in the territory of member States; the right to vote and to stand for office in local elections and European Parliament elections in the State of residence; and the right to petition to the European Parliament and to appeal to an ombudsman.
