The pragmatic approach adopted by ILO/IPEC consists of endeavouring to put an end to forms of child labour that are manifestly harmful to them.
ويتمثل المنهج العملي المعتمد في البرنامج الدولي للقضاء على تشغيل اﻷطفال في السعي إلى الحد من أشكال تشغيل اﻷطفال التي تلحق بهم ضررا واضحا.

ILO/IPEC is now providing technical support to approximately 40 countries in Africa, Asia, Europe, Latin America and the Middle East.
ويجري حاليا في إطار البرنامج الدولي للقضاء على تشغيل اﻷطفال تقديم الدعم التقني لقرابة ٤٠ بلدا في أفريقيا وآسيا وأوروبا وأمريكا اللاتينية والشرق اﻷوسط.

Twenty-nine countries have signed a Memorandum of Understanding with ILO to implement a national programme of action against child labour with the technical support of ILO/IPEC.
وقد وقع ٢٩ بلدا مذكرة تفاهم مع منظمة العمل الدولية لتنفيذ برنامج عمل وطني لمكافحة تشغيل اﻷطفال بدعم تقني من منظمة العمل الدولية - البرنامج الدولي للقضاء على تشغيل اﻷطفال.

37. ILO/IPEC stresses " broad-based in-country ownership " of the programme, which is assured by the signing of the memorandum between the Government and ILO.
٣٧ - وتؤكد منظمة العمل الدولية - البرنامج الدولي للقضاء على تشغيل اﻷطفال على أن " التنفيذ داخل البلد على نطاق واسع " للبرنامج مكفول عن طريق توقيع مذكرة تفاهم بين الحكومات ومنظمة العمل الدولية.

While the achievement of this ultimate goal is being pursued, ILO/IPEC places priority on halting the most intolerable forms of child labour.

39. With regard to technical cooperation projects provided to countries, improved coordination between the Office of the High Commissioner, the Committee on the Rights of the Child and the ILO/IPEC projects will help establish priorities.
٣٩ - وفيما يتعلق بمشاريع التعاون التقني المقدمة للبلدان، فإن تحسين التنسيق بين مكتب المفوض السامي، ولجنة حقوق الطفل ومشاريع منظمة العمل الدولية/البرنامج الدولي للقضاء على تشغيل اﻷطفال سيساعد على تحديد اﻷوليات.

In that context, the Committee and ILO/IPEC should take into consideration their respective recommendations when they determine which country to support and what kind of assistance is needed.
وفي هذا السياق، ينبغي للجنة ومنظمة العمل الدولية/البرنامج الدولي للقضاء على تشغيل اﻷطفال أن تأخذ في الاعتبار توصيات كل منها عندما تحدد البلد الذي ينبغي دعمه ونوع المساعدة التي يحتاجها.

Furthermore, ILO/IPEC aims to use a dual approach to achieve the progressive elimination of child labour, first by strengthening national capacities to address child labour problems and second by creating a worldwide movement to combat child labour.

In that regard, ILO/IPEC strives, inter alia, to support, rather than supplant, national efforts to combat child labour and to build sustainability into all demonstration programmes from the start and assess their potential for integration into regular programmes of the partner organizations.
وفي هذا الصدد، تعمل منظمة العمل الدولية/البرنامج الدولي للقضاء على تشغيل اﻷطفال من أجل، جملة أمور منها أن تدعم الجهود الوطنية المبذولة لمكافحة عمل اﻷطفال وليس أن تحل محلها وأن تحقق الاستدامة في جميع البرامج النموذجية منذ البداية وتقيم إمكانياتها من أجل إدراجها في البرامج العادية للمنظمات الشريكة.

20. At the operational level, the Committee stated that the provisions of the Convention should be taken into account, in particular in assisting ILO/IPEC participating countries to follow up on the recommendations of the Committee.
٢٠ - وعلى المستوى التنفيذي، ذكرت اللجنة أن أحكام الاتفاقية لا بد وأن تؤخذ في الاعتبار، وخاصة لمساعدة البلدان المشاركة في منظمة العمل الدولية/ البرنامج الدولي للقضاء على تشغيل اﻷطفال على متابعة توصيات اللجنة.

ILO/IPEC makes a long-term commitment to countries, assisting them in moving towards reform and change in social attitudes and in public and corporate policies that will lead to sustainable prevention and abolition of child labour from within a given country.
وتتيح منظمة العمل الدولية - البرنامج الدولي للقضاء على تشغيل اﻷطفال التزاما طويل اﻷجل للبلدان، بمساعدتها على التوجه إلى اﻹصلاح والتغيير في المواقف الاجتماعية وفي السياسات العامة الشاملة مما سيؤدي إلى منع تشغيل اﻷطفال والقضاء عليه بصورة دائمة داخل أي بلد من البلدان.

39. In cooperation with UNESCO, UNICEF and Education International, IPEC has produced a global report presenting the existing experiences and scope for future action in education on the basis of action research conducted in 13 countries during 1995-1996.
٣٩ - وبالتعاون مع اليونسكو، واليونيسيف، والرابطة الدولية للتعليم، أعد البرنامج الدولي للقضاء على تشغيل اﻷطفال تقريرا شاملا يتضمن التجارب القائمة ونطاق اﻹجراءات المتخذة في المستقبل في مجال التعليم وذلك استنادا إلى البحوث العملية التي أجريت في ١٣ بلدا خلال الفترة ١٩٩٥-١٩٩٦.

67. With regard to technical cooperation projects provided to countries, improved coordination between the Office of the High Commissioner, the Committee on the Rights of the Child and the ILO/IPEC projects should be established in order to define priorities.
٦٧ - وفيما يتعلق بمشاريع التعاون التقني المقدمة إلى البلدان، يقتضي اﻷمر تحسين التنسيق بين مشاريع مفوضية حقوق اﻹنسان، ومشاريع لجنة حقوق الطفل ومشاريع منظمة العمل الدولية/البرنامج الدولي للقضاء على تشغيل اﻷطفال من أجل تحديد اﻷولويات في هذا الشأن.

ILO/IPEC, by supporting national efforts to combat child labour, should continue to assist States to build sustainability into all demonstration programmes from the start and assess their potential for integrating them into regular programmes of the partner organizations.
وينبغي أن تتواصل جهود منظمة العمل الدولية/البرنامج الدولي للقضاء على تشغيل اﻷطفال من أجل مساعدة الدول على أن تكفل الاستدامة بوصفها عنصرا أصيلا في جميع برامج البيان العملي منذ بداية تلك البرامج مع تقدير إمكانات دمجها ضمن البرامج العادية التي تضطلع بها المنظمات المشاركة.
