4.1 On 4 October 2011, the State party submitted a " background memorandum on the inadmissibility of communications submitted to the Human Rights Committee in connection with the implementation of the Charter for Peace and National Reconciliation " in which it contested the admissibility of the communication.

It further recalls its proposal concerning the establishment of a single body to deal with individual communications to all treaty bodies by the means of an optional protocol to the relevant treaties.
كما تُذكّر بالاقتراح الذي قدمته بشأن إنشاء هيئة وحيدة لمعالجة البلاغات الفردية المقدمة إلى جميع هيئات المعاهدات وذلك بوضع بروتوكول اختياري يلحق بالمعاهدات ذات الصلة.

Certainly if the volume of individual communications under the Optional Protocol of the Covenant continues to increase, the Committee will have to exercise greater discipline in consigning to the national courts the decisions that are properly theirs.
وإذا استمرت زيادة حجم البلاغات الفردية المقدمة بموجب البروتوكول الاختياري الملحق بالعهد، فسيتعين على اللجنة أن تتوخى مزيداً من الصرامة في إحالة القرارات التي اتخذتها المحاكم الوطنية إلى تلك المحاكم.

In considering individual communications under the Optional Protocol, the Committee must continue to be mindful of the scope of what it has, and has not, decided in each case.
ويتعين على اللجنة، لدى نظرها في البلاغات الفردية المقدمة بموجب البروتوكول الاختياري، ألا تحيد عن مراعاة نطاق ما اتخذته أو ما امتنعت عن اتخاذه من قرارات في كل قضية.

6. The Committee regrets the failure of the State party to implement any of its Views adopted on individual communications submitted under the Optional Protocol to the Covenant.
6- وتأسف اللجنة لعدم قيام الدولة الطرف بتنفيذ أي من آرائها التي اعتمدت بشأن البلاغات الفردية المقدمة بموجب البروتوكول الاختياري الملحق بالعهد.

4.1 On 26 February 2013 the State party submitted a note verbale in which it merely referred the Committee to " the Algerian Government's background memorandum on the inadmissibility of communications submitted to the Human Rights Committee in connection with the implementation of the Charter for Peace and National Reconciliation " and to its additional memorandum on the inadmissibility of the communication.
4-1 في 26 شباط/فبراير 2013، قدمت الدولة الطرف مذكرة شفوية اكتفت فيها بالإحالة إلى " المذكرة المرجعية للحكومة الجزائرية بشأن عدم مقبولية البلاغات الفردية المقدمة إلى اللجنة المعنية بحقوق الإنسان فيما يتعلق بتنفيذ ميثاق السلم والمصالحة الوطنية " ، إلى جانب مذكرتها الإضافية المتعلقة بعدم مقبولية البلاغ.
