In the absence of any valid reason offered as to why the present communication constitutes an abuse of right of submission, the Committee is of the view that the case is not inadmissible on this ground.

4.11 The State party challenges the admissibility of the present communication on several grounds.

The State party did not provide any information as to whether any inquiry was undertaken by its authorities both in the context of the criminal investigations or in the context of the present communication to address the specific allegations advanced by the author in a substantiated way.
