8- وستشدد الأمانة ولا سيما في إطار برنامج عملها المشترك مع الآلية العالمية، على الجهود المبذولة لتعزيز دعمها للعديد من البلدان النامية الأطراف المتأثرة التي تلتمس مزيداً من المساعدة في هذه المرحلة من العملية على الأصعدة الوطنية ودون الإقليمية والإقليمية.

26. Extending technological cooperation with affected developing country Parties should be pursued, including, where relevant, joint ventures, especially to sectors which foster alternative livelihoods.
26- ينبغي مواصلة توسيع نطاق التعاون مع البلدان النامية الأطراف المتأثرة بما في ذلك، حسب الاقتضاء، إقامة المشاريع المشتركة، مع توجيه هذا التعاون بصفة خاصة إلى القطاعات التي تعزز سبل كسب الرزق البديلة.

Having considered document ICCD/CRIC(2)/2 on the overall review of the activities of the secretariat and of the progress made by affected developing country Parties in implementation of the Convention,

17. Also encourages developed country Parties, other Governments, and technical and financial institutions to provide affected developing country Parties with the required regional and subregional support and training for the alignment process, and requests the secretariat to help in the regional assessment of national action programmes;
17- يشجع أيضاً البلدان المتقدمة الأطراف وسائر الحكومات والمؤسسات التقنية والمالية على مد البلدان النامية الأطراف المتأثرة بما يلزم لعملية المواءمة من دعم إقليمي ودون إقليمي ومن تدريب، ويطلب إلى الأمانة أن تساعد في التقييم الإقليمي لبرامج العمل الوطنية؛

18. Further encourages affected developing country Parties to use financial resources made available by the Global Environment Facility for enabling activities in order to formulate and/or align their national action programmes and to inform Convention institutions on possible support needed in this regard;
18- يشجع كذلك البلدان النامية الأطراف المتأثرة على استخدام الموارد المالية التي يتيحها مرفق البيئة العالمية للأنشطة التمكينية من أجل صياغة و/أو مواءمة برامج عملها الوطنية وإبلاغ مؤسسات الاتفاقية بما قد يلزم من دعم في هذا الصدد؛

26. Invites development partners, financial institutions and Governments to provide further assistance to affected developing country Parties or subregional and regional entities for the formulation and alignment of subregional action programmes and regional action programmes, as well as for the preparation of reports according to the provisions of the Convention;
26- يدعو شركاء التنمية والمؤسسات المالية والحكومات إلى تقديم المزيد من المساعدة إلى البلدان النامية الأطراف المتأثرة أو الكيانات الإقليمية ودون الإقليمية من أجل صياغة ومواءمة برامج العمل دون الإقليمية وبرامج العمل الإقليمية، فضلاً عن إعداد التقارير اللازمة وفقاً لأحكام الاتفاقية؛

28. Requests the secretariat and the Global Mechanism, with the assistance of Regional Coordination Units, as appropriate, to improve the effectiveness of the communication with donor agencies, in order to support the formulation and/or alignment of action programmes in affected developing country Parties, subregions and regions;
28- يطلب إلى الأمانة والآلية العالمية، بمساعدة وحدات التنسيق الإقليمية، حسب الاقتضاء، تحسين فعالية التواصل مع الوكالات المانحة، من أجل دعم صياغة و/أو مواءمة برامج العمل في البلدان النامية الأطراف المتأثرة والمناطق الإقليمية ودون الإقليمية؛

9. Impact indicators on SO4 have been developed with a view to measuring the status of achievement of the expected changes intended by the long-term objective to mobilize substantial, adequate and timely financial resources and other forms of support to assist affected developing country Parties in their implementation of the Convention.
9- وُضعت مؤشرات الآثار المتعلقة بالهدف الاستراتيجي 4 بغية قياس حالة تحقيق التغيرات المتوقعة من الهدف طويل الأجل المتمثل في تعبئة موارد مالية كبيرة وكافية ومناسبة التوقيت وأشكال دعم أخرى لمساعدة البلدان النامية الأطراف المتأثرة على تنفيذ الاتفاقية().

Aware of the need, in the context of the 10-year strategic plan and framework to enhance the implementation of the Convention (2008 - 2018), for substantial, adequate and timely financial resources and other forms of support corresponding to the needs of affected developing country Parties, to assist these Parties in their implementation of the Convention,

Recalls also that developed country Parties shall report, at each session, on measures taken to assist action programmes of those affected developing country Parties reporting for the session, and that relevant organs, funds and programmes of the United Nations system, and other intergovernmental and non-governmental organizations, are invited to do likewise;
2- يشير أيضاً إلى أن البلدان المتقدمة الأطراف ستقوم بتقديم تقارير، في كل دورة، عن التدابير التي تتخذها لمساعدة برامج عمل البلدان النامية الأطراف المتأثرة التي تقوم بتقديم تقارير إلى الدورة، كما تدعى إلى القيام بذلك أيضاً الأجهزة والصناديق والبرامج ذات الصلة التابعة للأمم المتحدة وسائر المنظمات الحكومية الدولية والمنظمات غير الحكومية؛

Also invites the Global Environment Facility to continue implementing policy reforms in order to enhance its effectiveness and efficiency in the implementation of the Convention in affected developing country Parties and other eligible country Parties, particularly with regard to the Facility project cycle, the transparency of resource allocation and results monitoring and learning;
5- يدعو أيضاً مرفق البيئة العالمية إلى مواصلة تنفيذ الإصلاحات المتعلقة بالسياسات العامة بهدف تعزيز فعاليته وكفاءته في تنفيذ الاتفاقية في البلدان النامية الأطراف المتأثرة وغيرها من البلدان الأطراف المؤهلة، وبخاصة فيما يتعلق بدورة مشاريع المرفق، فضلاً عن تعزيز الشفافية في تخصيص الموارد ورصد النتائج والتعلم؛
