3. Recommends that individual developing country parties and parties with economies in transition:

These arrangements shall include regional and subregional centres for capacity-building and transfer of technology to assist developing country parties and parties with economies in transition to fulfil their obligations under this Convention.
وتشمل هذه الترتيبات مراكز إقليمية ودون إقليمية لبناء القدرات ونقل التكنولوجيا لمساعدة البلدان النامية الأطراف والأطراف التي تمر اقتصاداتها بمرحلة انتقال في الوفاء بالتزاماتها بموجب هذه الاتفاقية.

Ensuring more efficient and effective use of funds for full-scale projects in the fields of the three conventions through strengthened capacity of developing-country Parties and Parties with economies in transition;

Such a fund would support a broad range of small to medium-sized activities carried out by developing-country Parties and Parties with economies in transition in an effort to implement and meet their obligations under the instrument.
ويمكن لهذا الصندوق أن يدعم مجموعة واسعة من الأنشطة الصغيرة والمتوسطة الحجم التي تقوم بها البلدان النامية الأطراف والأطراف التي تمر اقتصاداتها بمرحلة انتقال في سعيها لتنفيذ وتلبية التزاماتها بموجب الصك.

Such a fund would support a broad range of small to medium-sized activities carried out by developing-country Parties and Parties with economies in transition in their efforts to implement and meet their obligations under the instrument.
ويقدِّم هذا الصندوق الدعم لمجموعة واسعة من الأنشطة الصغيرة والمتوسطة الحجم التي تقوم بها البلدان النامية الأطراف والأطراف التي تمر اقتصاداتها بمرحلة انتقال في جهودها لتنفيذ وتلبية التزاماتها بموجب الصك.

Invites developing-country Parties and Parties with economies in transition to provide information to the Secretariat on their technical assistance needs, difficulties and any other views in this regard;
3 - يدعو البلدان النامية الأطراف والأطراف التي تمر اقتصاداتها بمرحلة انتقال إلى تقديم معلومات للأمانة عن احتياجاتها من المساعدة التقنية، والصعوبات التي تواجهها، وأي آراء أخرى في هذا الصدد؛

Whether developing-country Parties and Parties with economies in transition have received financial resources to meet the incremental costs of implementing measures to fulfil their obligations under the Convention;
(ج) ما إن كانت البلدان النامية الأطراف والأطراف التي تمر اقتصاداتها بمرحلة انتقال قد تلقت موارد مالية لتغطية التكاليف الإضافية لتنفيذ التدابير اللازمة للوفاء بالتزاماتها بموجب الاتفاقية؛

Whether the network of regional centres proved effective in facilitating capacitybuilding, technical assistance and technology transfer to assist developing-country Parties and Parties with economies in transition.
(د) ما إن كانت شبكة المراكز الإقليمية قد أثبتت فعاليتها في تسهيل بناء القدرات وتقديم المساعدة التقنية ونقل التكنولوجيا لإعانة البلدان النامية الأطراف والأطراف التي تمر اقتصاداتها بمرحلة انتقال.

A short-term fund for initial enabling activities would provide rapid support for smallscale projects to be carried out by most developing-country Parties and Parties with economies in transition in the period soon after entry into force of the new mercury instrument in preparation for later more comprehensive implementation.
26 - والغرض من الصندوق القصير الأجل لأنشطة التمكين الأوّلية تقديم دعم سريع للمشاريع الصغيرة الحجم التي تقوم بها معظم البلدان النامية الأطراف والأطراف التي تمر اقتصاداتها بمرحلة انتقال وذلك أثناء الفترة التي تلي دخول الصك حيّز التنفيذ مباشرة، تحضيراً لمزيد من أعمال التنفيذ الشامل.

A special funding arrangement for larger-scale projects would support the small number of developing-country Parties and Parties with economies in transition that will require more substantial investment projects to meet their obligations after the entry into force of the instrument for them.
27 - ويمكن وضع ترتيب خاص لتمويل المشاريع الكبيرة لمساندة العدد القليل من البلدان النامية الأطراف والأطراف التي تمر اقتصاداتها بمرحلة انتقال الذين يحتاجون إلى مشاريع استثمارية أكبر حجماً لتلبية التزاماتهم بعد دخول صك الزئبق حيّز النفاذ بالنسبة لتلك الدول.
