Reaffirming the relevance of the forest-related commitments made in Agenda 21, in the Non-legally Binding Authoritative Statement of Principles for a Global Consensus on the Management, Conservation and Sustainable Development of All Types of Forests and the Johannesburg Declaration and Plan of Implementation,
إذ يؤكد من جديد أهمية الالتزامات التي قُطعت فيما يخص الغابات، في جدول أعمال القرن الحادي والعشرين وفي البيان الرسمي غير الملزم قانونا المتضمن مبادئ توافق عالمي في الآراء بشأن إدارة الغابات بجميع أنواعها وحفظها وتنميتها على نحو مستدام، وفي إعلان وخطة جوهانسبرغ للتنفيذ،

2. Decides also that the International Understanding on the Management, Conservation and Sustainable Development of All Types of Forests is based on the Non-legally Binding Authoritative Statement of Principles for a Global Consensus on the Management, Conservation and Sustainable Development of All Types of Forests;
2 - يقرر أيضا أن يؤسس التفاهم الدولي بشأن إدارة الغابات بجميع أنواعها وحفظها وتنميتها على نحو مستدام، على البيان الرسمي غير الملزم قانونا المتضمن مبادئ توافق عالمي في الآراء بشأن إدارة الغابات بجميع أنواعها وحفظها وتنميتها على نحو مستدام؛

The Conference of the Parties emphasizes the importance of conservation, management and sustainable use of forests for achieving the objectives of the Convention and encourages further consideration by the Commission on Sustainable Development on the implementation of the Non-legally Binding Authoritative Statement of Principles for a Global Consensus on the Management, Conservation and Sustainable Development of all Types of Forests.
ويؤكد مؤتمر اﻷطراف أهمية حفظ الغابات وإدارتها واستخدامها على نحو مستدام لتحقيق أهداف الاتفاقية ويشجع لجنة التنمية المستدامة على مواصلة النظر في تنفيذ البيان الرسمي غير الملزم قانونا لمبادئ التوصل الى توافق في اﻵراء حول إدارة جميع أنواع الغابات وحفظها وتنميتها على نحو مستدام.

18. Non-legally Binding Authoritative Statement of Principles for a Global Consensus on the Management, Conservation and Sustainable Development of All Types of Forests (Forest Principles)
١٨ - البيان الرسمي غير الملزم قانونا للمبادئ اللازمة من أجل التوصل إلى توافق عالمي في اﻵراء بشأن إدارة جميع أنواع الغابات وحفظها وتنميتها المستدامة )المبادئ الحرجية(

4. Subsequently the Panel, at its first session, emphasized that the preparatory work should be " based on the provisions of the Non-legally Binding Authoritative Statement of Principles for a Global Consensus on the Management, Conservation and Sustainable Development of All Types of Forests, and would benefit from consideration of regional initiatives and regional dimensions.

3. The Panel should promote multidisciplinary action at the international level consistent with the Non-legally Binding Authoritative Statement of Principles for a Global Consensus on the Management, Conservation and Sustainable Development of All Types of Forests (Forest Principles), adopted by the United Nations Conference on Environment and Development.
٣ - ومن الواجب على هذا الفريق أن يشجع الاضطلاع بالعمل بشكل متعدد اﻷنظمة، على الصعيد الدولي، وبأسلوب متفق مع البيان الرسمي غير الملزم قانونا بمبادئ من أجل توافق عالمي في اﻵراء بشأن إدارة جميع أنواع الغابات وحفظها وتنميتها المستدامة، الذي أصدره مؤتمر اﻷمم المتحدة المعني بالبيئة والتنمية.

I.1 The preparatory work should be based on the provisions of the Non-legally Binding Authoritative Statement of Principles for a Global Consensus on the Management, Conservation and Sustainable Development of all Types of Forests, and would benefit from consideration of regional initiatives and regional dimensions.
أولا - ١ ينبغي أن يستند العمل التحضيري إلى أحكام البيان الرسمي غير الملزم قانونا بمبادئ من أجل التوصل إلى توافق آراء عالمي بشأن إدارة جميع أنواع الغابات، وينبغي أن تفيد من النظر في المبادرات واﻷبعاد اﻹقليمية.

Reaffirming further the Rio Declaration on Environment and Development, 1/ in particular principle 5 thereof, Agenda 21, 2/ in particular chapter 3 thereof entitled " Combating poverty " , the Non-legally Binding Authoritative Statement of Principles for a Global Consensus on the Management, Conservation and Sustainable Development of All Types of * Reissued for technical reasons.
وإذ تؤكد من جديد كذلك إعلان ريو بشأن البيئة والتنمية)١(، ولا سيما المبدأ ٥ منه، و جدول أعمال القـرن ٢١)٢(، وبخاصة الفصل ٣ منه المعنون " مكافحة الفقر " ، وكذلك البيان الرسمي غير الملزم قانونا بمباديء من أجل توافق عالمي في اﻵراء بشأن إدارة جميع أنــواع الغابات وحفظها وتنميتها المستدامة)٣(،

(b) Promote the incorporation of the Non-legally Binding Authoritative Statement of Principles for a Global Consensus on the Management, Conservation and Sustainable Development of All Types of Forests Ibid., resolution 1, annex III. in the implementation of Agenda 21, in particular in the context of the review of the implementation of Chapter 11 thereof;
)ب( تعزيز إدماج البيان الرسمي غير الملزم قانونا بمبادئ من أجل توافق عالمي في اﻵراء بشأن إدارة جميع أنواع الغابات وحفظها وتنميتها المستدامة)٣(، في تنفيذ جدول أعمال القرن ١٢ وخاصة في سياق استعراض تنفيذ الفصل ١١ منه؛

UNEP, upon request, will assist in the efforts of Governments and organs and organizations of the United Nations system on the Non-legally Binding Authoritative Statement of Principles for a Global Consensus on the Management, Conservation and Sustainable Development of All Types of Forests.
٧٩ - وسيساعد برنامج اﻷمم المتحدة للبيئة، بناء على الطلب، في جهود الحكومات وهيئات ومؤسسات منظومة اﻷمم المتحدة بشأن " البيان الرسمي غير الملزم قانونا بمبادئ من أجل توافق عالمي في اﻵراء بشأن إدارة جميع أنواع الغابات وحفظها وتنميتها المستدامة " .

3. The Panel should promote multidisciplinary action at the international level consistent with the Non-legally Binding Authoritative Statement of Principles for a Global Consensus on the Management, Conservation and Sustainable Development of All Types of Forests (Forest Principles), adopted by the United Nations Conference on Environment and Development.
٣ - ويتعين على الفريق أن يشجع اتخاذ اجراءات متعددة التخصصات على المستوى الدولي تتماشى مع البيان الرسمي غير الملزم قانونا بمبادئ من أجل توافق عالمي في اﻵراء بشأن إدارة جميع أنواع الغابات وحفظها وتنميتها المستدامة )مبادئ الغابات( الذي اعتمده مؤتمر اﻷمم المتحدة المعني بالبيئة والتنمية.

The Working Group suggested that the terms of reference should derive from elements contained in the Non-legally Binding Authoritative Statement of Principles for a Global Consensus on the Management, Conservation and Sustainable Development of All Types of Forests and in chapter 11 of Agenda 21, taking into account subsequent international initiatives related to forests.
واقترح الفريق العامل أن تُشتق الصلاحيات من العناصر الواردة في البيان الرسمي غير الملزم قانونا بمبادئ من أجل توافق عالمي في اﻵراء بشأن إدارة جميع أنواع الغابات وحفظها وتنميتها المستدامة، ومن العناصر الواردة في الفصل ١١ من جدول أعمال القرن ٢١، مع اﻷخذ في الاعتبار بالمبادرات الدولية اللاحقة المتصلة بالغابات.

Two outcomes of the United Nations Conference on Environment and Development (UNCED) focused on forests: the Non-legally Binding Authoritative Statement of Principles for a Global Consensus on the Management, Conservation and Sustainable Development of All Types of Forests, and Agenda 21, chapter 11, entitled " Combating deforestation " .
ركزت نتائج مؤتمر اﻷمم المتحدة المعني بالبيئة والتنمية على الغابات، هما: البيان الرسمي غير الملزم قانونا بمبادئ من أجل إدارة جميع أنواع الغابات وحفظها وتنميتها المستدامة والفصل ١١ من جدول أعمال القرن ٢١ المعنون " مكافحة إزالة الغابات " .

(b) The direction of action to follow up the Non-legally Binding Authoritative Statement of Principles for a Global Consensus on the Management, Conservation and Sustainable Development of All Types of Forests, and the need or otherwise for its further elaboration into a legally binding instrument;
)ب( توجيه العمل الى متابعة البيان الرسمي غير الملزم قانونا بمبادئ من أجل جميع أنواع الغابات وحفظها وتنميتها المستدامة، والحاجة أو عدم الحاجة الى صياغة هذه المبادئ بمزيد من التفصيل لتصبح صكا ملزما قانونا؛

It will elaborate and strengthen the Non-legally Binding Authoritative Statement of Principles for a Global Consensus on the Management, Conservation and Sustainable Development of All Types of Forests (Forest Principles), 17/ adopted at the United Nations Conference on Environment and Development in 1992. The Panel held its first session in September 1995.
وسيقوم هذا الفريق بتوضيح وتعزيز البيان الرسمي غير الملزم قانونا بمبادئ من أجل توافق عالمي في اﻵراء بشأن إدارة جميع أنواع الغابات وحفظها وتنميتها المستدامة، )مبادئ الغابات()١٧( الذي كان مؤتمر اﻷمم المتحدة المعني بالبيئة والتنمية قد اعتمده في عام ١٩٩٢.
