15. The High Commissioner delivered a key-note speech at a joint meeting of the Foreign Affairs Committee and the Sub-Committee on Human Rights of the European Parliament on 23 June 1998, at which a wide-ranging exchange of views on issues of mutual concern took place.

12. On 19 March 2007 the Special Rapporteur made a presentation to the Subcommitee on Human Rights of the European Parliament in Brussels and participated in a discussion on the alleged use of European countries by the United States Central Intelligence Agency for the transportation and illegal detention of prisoners.

On 12 April 2012, the Special Rapporteur delivered a statement to a public hearing convened by the Subcommittee on Human Rights of the European Parliament in Brussels on the topic " Secret rendition and detention practices: how to protect human rights while countering terrorism " .

17. On 21 June, the Special Rapporteur met the European Union Counter-Terrorism Coordinator at the European Commission and addressed the Counter-Terrorism Committee of the European Parliament in Brussels, at the invitation of the Irish Presidency.

These have included a workshop for a high-level delegation from Iraq, in Geneva on 25 February 2013, on conflict-resolution and peacebuilding in the context of terrorist violence, and a joint hearing of the Subcommittees on Human Rights and on Security and Defence of the European Parliament on the study Human Rights Implications of the Usage of Drones and Unmanned Robots in Warfare on 25 April 2013 in Brussels.

II. Activities of the Special Rapporteur 2. On 12 April 2012, the Special Rapporteur addressed the Sub-Committee on Human Rights of the European Parliament in the context of a public hearing on secret rendition and detention practices held under the theme: " How to protect human rights while countering terrorism? " .

The opinion of the European Parliament's Committee on Development cited similar concerns and referred to the 2002 advisory opinion of the United Nations Legal Counsel (S/2002/161) in suggesting that any exploration or exploitation activities in Western Sahara could proceed only if they were to benefit the people of Western Sahara and be according to their wishes.

He met with the Personal Representative for Human Rights of the SecretaryGeneral of the Council of the European Union, members of the European Parliament, (including the Human Rights Sub-Committee of the European Parliament) and the European Commission (including the Democratization and Human Rights Unit and the Justice and Home Affairs Unit) who expressed interest in the implementation of the recommendations.

Furthermore, on 26 May 2011, the Special Rapporteur was invited by the European Parliament's Subcommittee on Human Rights for a hearing on freedom of religion or belief.

In observance of World Press Freedom Day on 3 May, the statements by the Secretary-General and by the Director-General of UNESCO were highlighted in Geneva and the Director of UNIS Geneva participated in a debate in Brussels organized by the Subcommittee on Human Rights at the European Parliament.
