An example of such coordination is the establishment of the Human Rights Network of the Executive Branch and the drafting of the first national human rights plan, approved in 2013, which sets out a series of short-, medium- and long-term commitments that serve as the road map for the promotion and protection of human rights.

1. This report has been produced by the Ministry of Foreign Affairs and the Ministry of Justice and Labour, as coordinator of the Executive Branch's Human Rights Network, in consultation with the Judiciary, the Legislative branch, the Prosecution Service and the Supreme Electoral Court.

The Human Rights Network of the Executive Branch, coordinated by the Office of the Deputy Minister of Justice and Human Rights, of the Ministry of Justice and Labour, was established by Decree No. 2290/09 with the objective of coordinating and developing policies, plans and programmes from the executive with a view to improving mechanisms for the promotion, protection and realization of human rights.

The Committee notes with concern, however, the content of Executive Decree No. 1471 of 3 December 2008, establishing as a requirement for the entry of Colombian citizens to Ecuadorian territory the presentation of a certificate of good conduct or " criminal record " , issued by the Department of National Security (DAS), the intelligence agency which comes under the authority of the Executive Branch of the Colombian Government.
