In this regard, I wish to underscore that the Framework Agreement submitted to the parties by the High-level Delegation of the Organization of African Unity (OAU) remains a viable and sound framework for a peaceful solution to the dispute.
وفي هذا الصدد، أود أن أؤكد أن الاتفاق اﻹطاري الذي قدمه الوفد الرفيع المستوى التابع لمنظمة الوحدة اﻷفريقية إلى الطرفين ما زال يشكل إطارا صحيحا وسليما ﻹيجاد حل سلمي للنزاع.

The international community should also give serious consideration to the proposal to convene an international conference on Africa's external debt, as proposed by the OAU Contact Group on the external debt crisis.
ويتعين على المجتمع الدولي أيضا أن ينظر بجدية في احتمال عقد مؤتمر دولي بشأن الديون الخارجية ﻷفريقيا، على النحو الذي يقترحه فريق الاتصال التابع لمنظمة الوحدة اﻷفريقية والمعني بأزمة الديون الخارجية.

It had also decided to convene a meeting of the OAU Contact Group with a view to drafting recommendations on what measures should be taken.
وقرر أيضا الدعوة لعقد اجتماع لفريق الاتصال التابع لمنظمة الوحدة اﻹفريقية وذلك ﻹعداد توصيات عن التدابير الواجب اتخاذها.

There are also plans to hold a joint meeting between the OAU intergovernmental group and the United Nations/OAU group to put the finishing touches to the draft treaty.
وهناك أيضا خطط لعقد اجتماع مشترك بين الفريق الحكومي الدولي التابع لمنظمة الوحدة اﻷفريقية وفريق خبراء اﻷمم المتحدة ومنظمة الوحدة اﻷفريقية لوضع اللمسات اﻷخيرة على مشروع المعاهدة.

That's why Eritrea has been calling from the outset for an independent investigation into those events, a position that has now been supported by the OAU High-level Delegation.
وذلك بالضبط هو السبب الذي حدا بإريتريا منذ البداية إلى الدعوة إلى إجراء تحقيق مستقل في هذه الحوادث، وهو الموقف الذي يؤيده حاليا الوفد الرفيع المستوى التابع لمنظمة الوحدة اﻷفريقية.

The Central Organ requested the OAU High-Level Delegation to remain seized of the dispute, and called on the two Parties to continue to cooperate with the Delegation with a view to creating the necessary conditions for a speedy implementation of the framework agreement.
وطلب الجهاز المركزي إلى الوفد الرفيع المستوى التابع لمنظمة الوحدة اﻷفريقية أن يظل على علم بالنزاع ودعا الطرفين إلى مواصلة التعاون مع الوفد بغية تهيئة الظروف اللازمة لﻹسراع بتنفيذ الاتفاق اﻹطاري.

The Central Organ endorsed the proposals for a Framework Agreement submitted by the OAU High-level Delegation to the two Parties which constituted an appropriate framework for the resolution of the dispute between Ethiopia and Eritrea.
ويؤيد الجهاز المركزي المقترحات الخاصة بوضع اتفاق إطاري والمقدمة من الوفد الرفيع المستوى التابع لمنظمة الوحدة اﻷفريقية إلى الطرفين، التي تشكل إطارا مناسبا لحل النزاع بين إثيوبيا وإريتريا.

In this regard, we wish to thank those countries which have contributed to African capacity-building in terms of training and logistical support, as well as by making financial contributions to the OAU Peace Fund.
وفي هــــذا الصدد، نود أن نشكر البلدان التي أسهمت في بناء القدرات اﻷفريقية في مجالي التدريب والدعم السوقي، والتي قدمت أيضا إسهامات مالية لصندوق السلم التابع لمنظمة الوحدة اﻷفريقية.

Accordingly, my country renews its support for efforts to revitalize the central organ of the OAU that deals with prevention, management and settlement of conflicts in Africa.
وفي هذا السياق، فــإن بلادي تجـدد دعمها للجهود الرامية إلى تنشيط الجهاز المركزي لمنع النزاعات وإدارتها وحلها، التابع لمنظمة الوحدة اﻷفريقية.

Eritrea indeed had its way, and the OAU high-level delegation had to start its work from scratch, which involved the setting up of committees at an ambassadorial and ministerial level to look into the genesis of the crisis and into whether an aggression had taken place.
وفي الواقع فقد بلغت إريتريا مرامها، وتعين على الفريق الرفيع المستوى التابع لمنظمة الوحدة اﻷفريقية أن يبدأ عمله من البداية، اﻷمر الذي انطوى على تشكيل لجان على مستوى السفراء والوزراء للنظر في أصل اﻷزمة وما اذا كان قد وقع عدوان.

This Framework Agreement was endorsed by the OAU Central Organ at the summit level, which called on the two Parties to continue to cooperate with the OAU High-level Delegation with a view to creating the necessary conditions for the speedy implementation of the Framework Agreement.
وقد أيدت الهيئة المركزية لمنظمة الوحدة اﻷفريقية، على مستوى القمة، هذا الاتفاق اﻹطاري الذي يدعو الطرفين إلى مواصلة التعاون مع الوفد الرفيع المستوى التابع لمنظمة الوحدة اﻷفريقية بهدف إيجاد الظروف المناسبة لتنفيذ الاتفاق اﻹطاري تنفيذا سريعا.

In this regard and in order to advance the peace process, the OAU High-level Delegation awaits the response which the Eritrean side undertook to communicate to it after receiving the clarifications sought on elements of the Framework Agreement.
